After the attack on two children in Duisburg, the police seized a knife and a flashlight as murder weapons, according to dpa information.
The suspect hit and stabbed the children with both objects, police sources said on Wednesday.
The arrested 21-year-old is a German-Bulgarian.
Duisburg - A teacher was the first to come to the children's aid.
The public prosecutor's office in Duisburg said it would not comment on the case until Thursday.
