The snail counting and the stop of some polling stations which have not yet completed the counting of the ballot papers certainly do not help, but the technical times for the verification of the minutes and the completion of the work on the unassigned votes make us lean towards a proclamation of those elected to the Regional Council, including the governor in pectore Alessandra Todde, who could arrive between the end of March and the beginning of April.
It had already happened in 2019, when Christian Solinas and the 59 councilors were only able to enter the Chamber in via Roma on 20 March (5 years ago the vote was on 24 February) after the green light from the Court of Appeal of Cagliari.
Today, at 3pm, the body led by magistrate Giovanni Lavena should take office in the Sardinian capital, but the central district offices of the courts are already at work and within 24 hours of receiving the documents they have already begun counting the unfinished ballots at the polling stations.
Then we will move on to the contested votes and the verification of the minutes, then to the transmission of the documents to the regional central office for the proclamation of the elected representatives.
From that moment the President of the Region will have to convene the first session of the Regional Council within 20 days, but it is possible that Todde wants to shorten the time by speeding up all the required obligations.
In fact, in the first session of the Chamber, in addition to the oath of the 60 councillors, the election of the president of the legislative assembly and communications from the governor with the presentation of the council and the illustration of the legislative program are also foreseen, a sequence of acts set by statutory law which may take several days.
A pre-established calendar net of any appeals on the votes and on squaring the circle on the new council, which according to Todde must be made up of "competent people", but which must also adhere to the electoral results of each political force that makes up the majority.
It will then be necessary to see how many technical or 'presidential' councilors will be able to find space within the new regional executive
