According to police, the suspected knife attacker from Duisburg allowed himself to be arrested without resistance.
He is said to have seriously injured a boy and a girl, a police spokeswoman said on Wednesday.
The children fled to a primary school several hundred meters away, where a teacher helped them.
An emergency pastor was called in.
Duisburg - A 21-year-old German-Bulgarian was arrested after the attack.
