The district's finances are strained: And that's why the roof of the Freising district office will not be completely rebuilt, but will only be renovated in the damaged areas.

What if you can no longer easily afford “real” things?

Then it has to be “not quite right” and also cheaper.

The most recent example: the roof covering for the former monastery building and current district office in Neustift.

The question that posed the members of the district committee was the following: Should the entire roof be tackled with extensive renovation and complete roof covering, or should a partial renovation of only the areas affected by damage also be done?

In numbers: Do you spend 3.3 million euros or 1.6 million euros to correct the deficiencies in the supporting laths, replace the broken tiles and restore the fire protection in the attic, which is no longer in place in some cases, including energy-efficient thermal insulation?

The fact that at the district committee meeting the SPD also requested that it be examined whether a photovoltaic system could be installed on the roof of the monument did not make the decision any easier.

The discussion

District Administrator Helmut Petz made it clear right from the start which solution he would prefer: Even if it was a “patchwork”, he was strongly leaning towards the cheaper solution.

This is not only for financial reasons, but also for ecological reasons: installing 3,600 square meters of new bricks is also questionable from this perspective.

Johann Stegmair (CSU) took the other view: “We have a carpenter in our group.

And he says: complete renovation!

Otherwise it’s glump.”

Herbert Bengler (SPD) also voted for the complete renovation and also wondered how long a partial renovation would last.

“That would be a damn expensive patchwork, I have the biggest concerns about that,” he concluded.

Josef Dollinger (FW) would treat it as he would with a private building project: “If it’s built, then it’s smart - but only if I can afford it.” And: The district could afford such an “exclusive, super-renovation”. not afford.

Another suggestion came from Karl Ecker (FW): Couldn't you renovate one wing of the building after the other?

That is also conceivable, as Petz said and referred to the south wing, which had the greatest damage.

Sabina Brosch (Greens) also spoke out in favor of the repair option on behalf of her group.

This is a “balancing act”, but she trusts that a partial renovation will last ten to 20 years.

Manuel Mück (CSU) emphasized that only the variant for 1.6 million euros was affordable: “More is simply not possible.”

The vote

And then it was time for the not so easy voting procedure: The order to test whether a PV system was possible on the roof of the monument was given with a vote of 10:5, although Tobias Eschenbacher (FSM), for example, was skeptical as to whether this would be possible with this monument is possible and it would be better to avoid roofs like those of the hospital.

A complete renovation was then rejected by the majority of the committee.

The district committee then voted unanimously in favor of the partial renovation.

Whether to approach Ecker's proposal for section-by-section renovation will be decided later in the process.
