The first 51 subsidized rental apartments at BayernHeim am Papierbach should be ready for occupancy from July.

“And we have already rented out a good half,” says BayernHeim managing director Ralph Büchele.

Landsberg - The rents in the Papierbach district are not necessarily bargains - apart from the around 150 apartments that the state housing company Bayernheim bought and are now renting out.

Households that have a lower gross annual income can receive funding of up to five euros per square meter - with a price per square meter of 10.50 euros, these tenants pay between 5.50 and 8.50 euros per m2, depending on their income.

“A good 60 to 70 percent of the population can take advantage of the funding,” Büchele is convinced.

For example, support is available for a family of four with up to an annual gross income of 100,000 euros.

The only condition: Tenants must apply for a certificate of occupancy from the city.

Mayor Doris Baumgartl assures us that the effort required for this is not great.

“In addition, there is no asset check,” assures Büchele: “So you don’t have to sell the house you inherited, only the pure gross income is decisive.”

The first batch of these income-oriented 1- to 5-room apartments is located in an L-shaped building in construction site A3 - parallel to the Sternradhaus with the blue-green graffiti, but on the other side of the tracks.

The track underpass runs past this point - which is almost finished.

“Currently, three to four-room apartments with around 90 square meters are still available here,” says Büchele.

The chances of successfully applying for one of the barrier-free apartments are good, “1:5 or 1:10”.

Around two thirds of the previous applicants came from the city and district of Landsberg.

The second batch of subsidized apartments is larger at around 100 apartments.

These are located in construction area C, which begins behind the star wheel house and is due to start construction next.

According to Büchele, these apartments will be ready for occupancy in mid-2025.

Baumgartl also confirms that construction delays due to the investor's financially tense situation (the KREISBOTE reported) are not to be feared here.

No cluster formation desired

When allocating the apartments, attention is paid to a good mix, emphasizes the BayernHeim managing director: “couples, singles, families and seniors in lower and middle income classes”.

There are currently a few more inquiries from older people and we now primarily want to address families.

“We don’t want clusters to form.”

It is important for Büchele to show that social housing does not have to be synonymous with inferior quality.

The apartments are modern, the neighborhood is good.

“We are owners and want to keep the area worth living in.” The fact that the state housing company is the owner has another consequence: the social bond does not expire after 20 years, as is the case with privately owned apartments.

They don't want to sell the apartments and expect a commitment of at least 50 years, says Büchele: "We don't have an exit strategy."

Well on schedule

That wouldn't be appropriate either, as the Free State has made it its mission to create living space.

Prime Minister Markus Söder has promised 10,000 by 2025.

Last year, BayernHeim was able to complete 33 in Freising - at the end of 2023, Bayernheim had a total of around 270 apartments in its portfolio.

“In Bavaria, however, we already have almost 7,000 apartments that are planned or are already under construction,” says Managing Director Büchele, “for example in Ruhpolding or Ingolstadt.”

If the cooperation with the respective municipality works, the apartments can be “built quickly”.

According to Büchele, the good interaction in the case of Landsberg - the completion of the apartments was planned for the end of 2023, so despite the otherwise major delays in the construction industry, it was only half a year late - also offers the city advantages, if only when it comes to the influx of skilled workers : “Living space is an extremely important location factor.”
