At 13.1 million euros, the new building of the Michael Ende elementary school is one of the largest investments in the city of Unterschleißheim this year.

It wasn't an easy path: But after intensive discussions, the Unterschleißheim factions have now agreed on the budget.

– The finance officers and representatives of the parliamentary groups have met four times in Unterschleißheim since November.

“Hundreds of concerns and suggestions” were discussed, as city councilor Stefan Schneiders (SPD) summarized it.

The budget and financial plan for 2025 to 2027 have now been unanimously approved by the main committee.

“These were not easy conditions and intensive preliminary discussions,” said Mayor Christoph Böck (SPD).

In particular, the planned new construction of the Michael Ende primary school with 70 million euros by 2027 is an enormous chunk, "but now I think that we have found a good way to achieve a sensible budget."

According to treasurer Torsten Kleiböhmer, trade tax revenue has changed since the last financial meeting; the rate has been reduced by 2.5 million euros in each of 2026 and 2027 to 52.5 million euros.

Expenses for the New Year's reception were also reduced from 65,000 to 60,000 euros.

Of the 118.2 million euros in total income, Kleiböhmer calculates 90 million euros in taxes (15 percent more than in 2023), 10.9 million euros in grants (plus 37 percent) and general levies.

It is only 7.7 million euros and therefore half less ordinary income due to significantly fewer property sales.

The main source of income remains trade tax with a planned 50 million euros.

Only 40 million euros were planned for 2023, but it actually amounted to 68.6 million euros.

The second largest item of income is income tax with 27.7 million euros, followed by allocations and subsidies with 10.2 million euros for schools and child care.

The largest expenditure item is the transfer expenses to associations, districts, state and federal governments at 64.4 million euros.

Part of this is the district levy of 32.8 million euros. It fell by a good two million euros in 2022 due to the weak trade tax revenue, but will grow to 44.5 million euros next year due to the enormous trade tax in 2023.

The subsidies to children's institutions amount to 19.2 million euros.

Personnel costs have increased by over 13 percent to 17.3 million euros and have almost doubled since 2015.

Investments

The largest investments this year are the new building of the Michael Ende primary school with 13.1 million euros, the urban garden district with three million euros, the Kreuzstrasse junction with 2.7 million euros and the fire protection in the House of Associations with 2.4 Million Euros.

The cash balance at the beginning of the year was 45 million euros and will be 23.7 million euros at the end of 2024 due to the high investments.

The debt level at the end of the year is 7.2 million euros, and borrowings of 49.4 million euros are planned by 2027.

“We will invest around 156 million euros by the end of 2027 – that’s a lot, but most of it is for housing, so it’s profitable debt.

There is no other way and that’s a good thing,” summarized Mayor Böck.
