“Such provision is based on the fact that the people included in these categories contribute to the public treasury, through the payment of their taxes, which supports the province's public health system,” the province justified.

The DNU Application Authority will be the Ministry of Public Health, which is empowered to carry out all actions and dictate the regulations necessary for its full operation.
