Circulation perimeters, exemptions… The Olympic security plan is becoming clearer

Highlights: Three months after being unveiled, the outlines of the security system that will crisscross the capital during the Paris 2024 Games are now becoming more precise. At this stage, the “philosophy” of the overall system remains unchanged, with the establishment of four perimeters. The first, the organizing perimeter of Paris 2024, will be tightened as close as possible to the Olympic or Paralympic site. Three months after being unveiled, the outlines of the security system that will crisscross the capital during the Paris 2024 Games are now becoming more precise.

During a press conference organized this Friday afternoon in the presence of the mayor (PS) of Paris Anne Hidalgo, the president of Paris 2024 Tony Estanguet and the mayor of Saint-Denis (Seine-Saint-Denis), Mathieu Hanotin , Parisian police chief Laurent Nuñez carried out a “progress update” on the perimeters set up during the competitions.

“Three months after this first presentation, it is a fairly finalized and stabilized stage point, not far from the final version,” explained Laurent Nuñez.

A few points remain to be clarified but we have taken into account the remarks on the geography of these perimeters, their contours, their operating methods.

“For Paris, there are few changes compared to the initial plan,” confirmed Anne Hidalgo.

Four major security perimeters, marginal modifications

At this stage, the “philosophy” of the overall system remains unchanged, with the establishment of four perimeters.

The first, the organizing perimeter of Paris 2024, will be tightened as close as possible to the Olympic or Paralympic site.

The second protection perimeter, known as

Silt

(from the Internal Security and Fight against Terrorism Law), will be attached to the organizing perimeter.

It must make it possible to secure the area by authorizing access only to spectators and people accredited by Paris 2024. Next comes the perimeter prohibiting motorized traffic (red) then the perimeter of regulated motorized traffic (blue).

These restrictions will be activated during competition times, 2.5 hours before the start of the events and up to one hour afterwards.

However, marginal modifications were made by the authorities.

“The requests have all been taken into account,” assured Laurent Nuñez.

Only one red zone, in the Dupleix sector, in the 15th arrondissement of Paris, could not be eliminated.

In detail, in the Colombes sector (Hauts-de-Seine), the red perimeter has been “increased”, with an additional street added to the system.

In Villepinte (Seine-Saint-Denis), access to the Pleyel Saint-Denis sector has also been “facilitated”, with “many adjustments to the perimeter”.

Around the Stade de France, red and blue zones have also been “marginally modified”.

On Île-Saint-Denis, the red perimeter has also been adapted for the benefit of two companies.

In Versailles (Yvelines), a departmental road has seen its mode of operation simplified.

Finally, regarding the Paralympic marathon and the Marathon for All, the town of Stains (Seine-Saint-Denis) has been removed from the red perimeter.

What exemptions and for whom?

The principle of a digital platform, mentioned 3 months ago, was confirmed this Friday.

“It is necessary to register and produce supporting documents to certify that you have the right to travel in these areas.

This makes life easier for users and it makes life easier for law enforcement,” explained the police boss.

Regarding its implementation, it could be launched from April.

When will the edits (and disruptions) start?

Place de la Concorde, which will be closed to traffic from June 1, will be the first to experience these first disruptions from this month of March.

“This morning (Friday), work on Place de la Concorde began, it will not impact traffic until mid-May,” Tony Estanguet insisted this Friday.

Invalides, Trocadéro, Champ-de-Mars, Concorde… “We will gradually cut off traffic at these sites so that at one point we will no longer be able to circulate,” warned the police prefect.

The Jacques-Chirac quay will be closed from July 14, the Alma bridge from July 8, the Royal bridge from July 15.

“We will have final configurations from the end of May, beginning of June,” according to the authorities.

While this security system is regularly criticized by local residents, who find it too complex, the police prefect has also started in recent weeks a series of meetings with Parisians during public meetings organized in each district - the next one is taking place on March 5.

“A large part of the consultation focused on the conditions of access by motor vehicle in these red perimeters,” confirmed the police prefect.

There was real enthusiasm, with several hundred people at each public meeting in Paris.
