Highlights: Conditioned RSA: Matignon unveils the 29 new departments concerned by the system. “Active solidarity income” under conditions, already tested in 18 departments since December 2022, will be extended this year to 47 territories. This will cover almost half of the territory, before generalization in 2025. RSA beneficiaries must complete 15 to 20 hours of training, internship and integration in return for the allowance. And this, “to support in a renovated and intensive way the return to 100% employment”

Before its generalization in 2025, the experiment with “active solidarity income” under conditions, which was already in place in 18 departments, will be extended to 47 territories, the Prime Minister announced this Friday.

Is this proof of the effectiveness of the device?

Traveling this Friday in the Vosges, Prime Minister Gabriel Attal indicated that the

“Active solidarity income”

(RSA) under conditions, already tested in 18 departments since December 2022, will be extended this year to 47 territories.

This will cover almost half of the territory, before generalization in 2025. What does this mean?

RSA beneficiaries must complete 15 to 20 hours of training, internship and integration in return for the allowance.

And this,

“to support in a renovated and intensive way the return to 100% employment”,

argues Matignon on Friday evening.

Are therefore concerned: Haute-Savoie, Rhône, Allier, Cantal, Territoire de Belfort, Haute-Saône, Saône-et-Loire, Finistère, Loir-et-Cher, Cher, Eure-et-Loir, Meuse, European Community Alsace, Ardennes, Marne, Pas-de-Calais, Oise, Essonne, Hauts-de-Seine, Val-de-Marne, Manche, Seine-Maritime, Charente-Maritime, Vienne, Alpes-Maritimes, Vaucluse, Sarthe and Guadeloupe.

Among these voluntary departments, not all will deploy the system throughout their territory, but sometimes in a very specific location or urban area.

“Reduced deadline”

Another announcement made by the Prime Minister's services

:

“Entry into the course for people is also accelerated for all RSA recipients.”

And to specify that

“the time between notification of the RSA right and the first support appointment has been considerably reduced: 16 of the 18 pilot territories offer RSA beneficiaries a first appointment within fifteen days, in the presence of a France Travail advisor and a social worker, compared to 76 days on average in 2022.”

A reduction which makes it possible to identify with a beneficiary

“the obstacles which could slow down or prevent their return to employment, to immediately offer them concrete solutions”

.
