Highlights: The Court of Auditors has criticized the Marseille development plan. The prefecture of Bouches-du-Rhône has responded and defended itself. The objectives of the plan are not clear, according to the report. A steering committee will meet during the month of March to share the observations of the report and collect comments from all the state services concerned, the prefecture says. The State services affirm that they are “fully mobilized, with all the communities and partners involved, in order to carry out the “Marseille en grand” plan.

A first, fairly critical version of a report from the Court of Auditors on the implementation of the plan was published in the press. In a press release, the prefecture defends itself.

Le Figaro Marseille

The observation is harsh and the criticism harsh.

In a report currently being drafted which our colleagues at Marsactu were able to consult, the Court of Auditors and the Regional Chamber of Auditors of Provence-Alpes-Côte d'Azur point out numerous dysfunctions

"both in the method and in the implementation work”

of the “Marseille en grand” plan.

As a reminder, this name brings together the vast Marseille development plan launched by Emmanuel Macron in September 2021, which notably provides for the construction of new tram lines or new schools, all for an envelope of five billion euros of money audience.

The financial magistrates deplore the absence of a study prior to the constitution of a plan which would have been constructed very, even too quickly, but also the absence of contractualization.

According to the document revealed by Marsactu, the objectives of the plan are not clear.

An interim report

In a press release sent Thursday evening, the prefecture responded and defended itself, stating in particular

“that monitoring will be ensured on a regular basis, in close connection with the evaluation mission”

.

“The Bouches-du-Rhône prefecture recalls that the report mentioned in the article published by Marsactu on February 29, 2024 is the subject of a contradictory procedure and that it is confidential and provisional

,” insists the text.

According to the prefecture, since the receipt of this provisional report on February 19 by the State services,

“the work has continued and changes have been made, particularly in governance with the appointment of a sub-prefect in charge of monitoring and leading the plan, and in structuring

the “Marseille en grand” plan.

“In addition, a steering committee will meet during the month of March in order to share the observations of the report and collect comments from all the state services concerned.”

Saying they are

“particularly attentive to the recommendations of the Court of Auditors”

, the State services affirm that they are

“fully mobilized, with all the communities and partners involved, in order to carry out the “Marseille en grand” plan. »
