Troubled times require special measures - even for regulations: Against the background of the heated debate about asylum accommodation on the Vivo, the Holzkirchner town hall is preparing for a large crowd at the annual citizens' meeting.

And take precautions.

– In order to prevent misunderstandings, the town hall invited people to the press conference in advance.

The Holzkirchner citizens' meeting, the market town makes clear, is not an information evening like the event in Warngau about asylum accommodation on the Vivo, which was also recently dubbed a "citizens' meeting" by the neighboring community.

Rather, it is a regular citizens' meeting for citizens of the market town.

Overwhelming crowds are usually not to be expected there.

At peak times, perhaps 200 visitors came, says Robert Haunschild, manager of the market town, last year there were around 120. A framework for which the Oberbräusaal, with a maximum of 397 seats when fully seated, is easily sufficient.

“It wasn't deliberately chosen to be 'small',” emphasizes Haunschild.

There are no larger available rooms anyway, explains Mayor Christoph Schmid (CSU).

There is a reason why he is preparing for more crowds this time: In relevant WhatsApp groups, opponents of the asylum accommodation at Warngauer Vivo are calling on people beyond the borders of the market town to show dissatisfaction at the Holzkirchner citizens' meeting.

“We don’t want these visitors to be unduly disappointed when they are confronted with the tough everyday business,” is how the head of the Holzkirchner town hall puts it.

According to Article 18 of the Bavarian Municipal Code, the regular citizens' meeting on Wednesday, March 6th, from 7:30 p.m. in the Oberbräusaal follows clear rules that are apparently not familiar to everyone, notes Haunschild.

Huge administrative effort

It primarily serves as the mayor's report on the past year.

Inquiries and applications from citizens of Holzkirchner will then be processed in order of date of receipt.

The usual deadline for written questions expired on February 9th.

The administrative effort this time is enormous: eight applications were received, from cycle paths to district heating networks, as well as 32 inquiries, 25 of which were on the subject of asylum.

“At the top one has 18 individual questions,” says Schmid.

Of course there is some overlap.

“Or a lot of opinions are expressed, which then result in a question.” The administration has tried to have the questions answered in a high-quality manner by the police and district office, explains Haunschild.

Not all inquiries directly affect the market town, says Schmid.

Even if the accommodation at Vivo is on Warngau Flur, Holzkirchen is indirectly affected by it.

They therefore did not want to rule out these questions.

Inquiries can still be made in the hall, but generally only from Holzkirchners.

The administration will again provide forms on site.

Initial access to places only for citizens of Holzkirchner

In order to ensure, as far as possible, that the people of Holzkirchen can attend their citizens' meeting, the municipality will regulate access after coordination with the municipal supervisory authority - a practice that is common in district meetings in Munich, but is a novelty for the market town.

Citizens are therefore asked to bring their ID with them and to be there on time.

Admission officially begins at 7 p.m.

Citizens of Holzkirchen have initial access to the seats - i.e. EU citizens who are eligible to vote and reside in Holzkirchen.

This is followed by members of the Holzkirchner community with local residence who do not have the right to vote because they are too young or not an EU citizen, as well as local traders.

If there are still places available, they will be given to non-Holzkirchners after about a quarter of an hour or shortly before the start.

Around 350 visitors fit in the hall.

Some places are no longer available for necessary reservations, for example for administration, the press and the deaf.

The paths in the hall must remain clear for organizational and fire protection reasons.

Sound transmission to the forecourt

The citizens of Holzkirchner receive voting cards.

They also serve to check how many Holzkirchners who are eligible to vote are already in the hall.

“The citizens’ assembly is not a deciding body,” Schmid explains, “but decides whether the local council, as an elected body, has to deal with an issue.”

If you can't get a seat in the hall, you can follow the meeting via loudspeaker broadcast from the forecourt.

A suggestion from the police, as the town hall boss explains, who had good experiences with this at the information evening in Warngau.

Speaking of the police: “The security authorities have been informed and will be there,” reports Schmid.

They don't want to have security, after all it's a regular citizens' meeting.

“We want to sort this out on our own.” A few days after the meeting, the community will publish all questions and answers from the citizens’ meeting on its website.

Sign up for sign language interpreters

At the Holzkirchner citizens' meeting on Wednesday, March 6th, from 7:30 p.m. in the Oberbräusaal, a sign language interpreter will once again translate live for the deaf and hard of hearing.

So that the community can reserve places for them, those affected are asked to register by email: vorzimmer@holz kirchen.de.
