Guzmán was liquidator of INDER between 1994 and 1996 and had

a series of frictions with Alberto F. who was in charge of the Superintendence.

Cavallo then hired former prosecutor Luis Moreno Ocampo and his partner Hugo Wortman Jofre to investigate corruption at INDER.

They filed a criminal complaint,

but years later it ended up closed in the Comodoro Py courts amid complaints of arrangements with judges

Even though Menem was fired from the Economy Department, Cavallo continued to support Guzmán and even wrote a prologue to his book titled

“Assured Looting, Corruption in the Insurance Business and the Salta Case,”

published in 1997. The book was provided as evidence in the criminal case. .

In that introduction, the former minister affirms that INDER was “

one of the organizations most invaded by corruption

and the negotiations of hyper-regulated Argentina.”

He assured that after two years of operation of an INDER Liquidation Commission - before Guzmán's administration - "the apparent debt of the organization had quadrupled."

Cavallo said that Guzmán "perplexedly expressed to us (in 1996) his astonishment at the stagnation of judicial cases full of damning evidence, enough to keep

a good number of highly renowned officials, lobbyists and public personnel

behind bars ."

Guzman reveals in the book in detail how the “trial industry” against INDER worked and gives as an example a car crash that occurred in La Rioja in 1983, where the victim was paid 14 thousand dollars and the lawyers and experts - linked to a Menemist official - who intervened ended up collecting $1,400,000.

for the appointment of Claudio Moroni in the General Sindicatura de la Nación (Sigen), the right hand of Alberto Fernández.

The newspaper K raised the story because it described an alleged “business network” between Moroni and Alberto Fernández when both were numbers one and two in the National Insurance Superintendency.

On the other hand, the censorship of Nudler was the key reason why the Periodistas group was dissolved that same year.

According to Nudler – who denounced censorship of the pro-government newspaper and was cynically criticized by journalist K Horacio Verbitsky –, Alberto and Moreno pressured Guzmán between 1994 and 1996 to “recognize a debt with the insurance sector of 1.2 billion dollars, when later
