The Bremen government and the CDU parliamentary group agreed on Tuesday on a so-called special fund to restructure the economy.
Initially, up to 450 million euros will be invested, as Prime Minister Andreas Bovenschulte (SPD) said in the town hall.
The sum could grow to up to 550 million euros.
Bovenschulte said that the special fund should be funded through loans.
Bremen - The agreement was preceded by several discussions.
Among other things, the special fund will provide money for the renovation of the Bremen steelworks.
It is planned that comparatively climate-friendly steel will be produced there in the future.
It is still unclear by when the debt should be reduced.
There was no so-called repayment plan shortly after the agreement.
The result of the agreement between the government and the CDU - i.e. the establishment of a special fund for the “climate-neutral transformation of the economy” - should be incorporated into the state constitution.
In the future there will be the new Article 131d.
Among other things, this will make the opposition's participation legally binding, said Bovenschulte.
The CDU pointed out that the continued existence of the special fund should be confirmed annually with a resolution by the citizens.
At least two thirds of the members of Parliament would have to agree.
The parliamentary group leader of the Bremen FDP, Thore Schäck, spoke of massive new debt.
It is “a huge mortgage at the expense of future generations”.
