Dilian served as the commander of AMAN's technological unit between 1998 and 2002. During his service, a military intelligence investigation was opened against him, following allegations of irregularities in the unit.

Following the investigation, Dilian received a command note from the Chief of Staff, his promotion was canceled and he retired from the IDF.

In the following years, he founded several high-tech companies in the offensive cyber field.

The Intelxa company, established in 2019, has become over the years a network of companies that deal in espionage and cyber offensive software.

The companies were registered, among other things, in Cyprus and Greece, and were not subject to Israel's Defense Export Control Law.

In July of last year, the US Department of Commerce announced that "Intelxa" entered the blacklist of companies that work against the interests of the US government.
