Würmtal – The Munich district is unusually late with its budget planning this year.

Only now has a draft been discussed, which also shows the amount of the district levy.

According to District Administrator Christoph Göbel, this was also because they were waiting for figures from the public transport sector, for example, which would have a positive impact on the district levy.

But the cities and municipalities do not have to pay as much to the district as previously assumed.

The treasurers in the town halls in Würmtal are pleased to note this.

The assessment rate for the district levy has been 48 percentage points since 2018.

The rate is now set to rise to 48.8 percentage points for 2024.

The district council's decision was an increase to up to 50 percent, then 49.9 percent were under discussion.

And most recently, District Administrator Christoph Göbel assured the town hall bosses in a mayoral meeting that it would not be more than 49.1 percent.

But what do these numbers actually mean for the communities?

The percentage values ​​refer to the so-called levy power of the municipalities, which essentially results from their tax revenue from the year before last, i.e. for the year 2024 from the revenue situation in 2022. For Neuried, for example, the State Statistical Office has a levy power of 29.25 for 2024 million euros calculated.

The increase in the assessment rate by 0.8 percentage points means an additional burden of around 237,000 euros.

In total, Neuried will pay a district levy of 14 million euros this year due to increased levy power and rising assessment rate, which is 1.2 million euros more than in 2023.

If the district council follows the decision of the finance committee and sets the assessment rate at 48.8 percent, Planegg would have to pay around 700,000 euros more this year than under the old assessment rate of 48 percent, but at least 260,000 less than with the rate recently discussed and for the Planegger budget accepted 49.1 percent.

Compared to the 49.9 percent originally discussed, the mathematical saving is 940,000.

If it remains at 48.8 percent, you can consider whether you would prefer any project, says Planegg's treasurer Katharina Gaspers.

When the 2024 budget was passed last week, 42.4 million euros were set aside for the district levy (we reported).

The fact that Planegg is paying so much in the district levy this year, namely a whopping 14 million euros more than in 2023, is mainly due to the exceptionally high trade tax revenue in 2022. The local council therefore decided with foresight to park money in a special reserve, with the help of which this year will probably be raised The 42.16 million euros due to the district can also be paid.

Neuried does not have such a dedicated reserve, but due to the high income in 2021 and 2022 from the corona vaccine manufacturer Biontech, the general reserve has naturally increased, says Neuried's treasurer Robert Beckerbauer.

As is well known, the significantly reduced income from trade tax is now still posing problems for the municipality.

In 2023, trade tax revenues suddenly collapsed, and given the previously comfortable financial situation, decisions made on real estate matters now narrow the scope for action to such an extent that Beckerbauer is happy about “every euro” that less has to be spent.

The fact that the district levy now amounts to 48.8 percent of the levy power and not 49.1 percent means a relief of 87,000 euros.

For Beckerbauer, it's about getting a budget that the supervisory authority would approve.

The municipality of Gräfelfing is once again playing in a completely different league.

For them, the increase in the assessment rate means an additional burden of 1.6 million euros.

Nevertheless, the municipality pays a total of almost 600,000 euros less to the district than in 2023 because the levy power has fallen.

Of course, this is at a very high level: Treasurer Tanja Dandl overly cautiously included a full 49.9 percent district levy in the 2024 budget.

If it had stayed that way, Gräfelfing would have had to pay the historic high of 98.6 million euros to the district.

With the now probable value of 48.8 percent, it is still 96.44 million euros, i.e. 2.17 million less than planned.

“I followed the discussion about savings potential and was a bit surprised;

“I would have expected more than 48.8 percent,” says Tanja Dandl.

However, it is a positive surprise: “This gives us some breathing room if one of our many construction projects becomes more expensive or progresses more quickly.” And if that doesn’t happen, the money could be used to reduce the withdrawal from reserves, which is currently planned at 60 million euros .

The treasurer is cautiously critical of the fact that the district is so late with its budget.

As is tradition, she presented the budget ready for decision at the last December meeting and said: “We have already been working on our budget for a long time.” Ideally, there should be as close an exchange as possible between the district and the municipalities in order to give the municipal budgets a realistic assumption to give hand.

Tanja Dandl: “Planning too much air in the household is not serious.

And approaches that are too small can endanger projects.”
