The costs for B12 expansion are rising.

In order to avoid further increases, the Kempten State Building Authority is now increasing the pace.

This also became clear at an information event in Kaufbeuren, which was about construction section C from Hirschzell to Untergermaringen.

Kaufbeuren - At a well-attended event organized by the Kempten State Building Authority, citizens were able to find out about the current status and further upcoming planning steps for the four-lane expansion of the B12 in construction section C from Hirschzell to Untergermaringen in the Kaufbeuren town hall.

Thomas Hanrieder, department head for large project planning, and planning manager Jörn Danberg provided information about the cross-section, drainage, nature conservation compensation and the current costs.

In his welcoming speech, Mayor Stefan Bosse pointed out that Kaufbeuren was lagging behind in terms of transport connections and was the only independent city without a motorway connection.

And so he is pleased that this project, which is so important for Kaufbeuren, is “gaining momentum,” even though the now planned lane width is raising concerns.

B12 expansion: accidents should be reduced

Thomas Hanrieder first explained the importance of widening the B12 to four lanes and promised that the frequent, sometimes serious accidents on this route would be a thing of the past.

This requires an appropriate street cross-section with separate lanes that can accommodate the high volume of traffic.

We are now at the “preliminary design” stage and are entering the “plan approval process”.

A continuous four-lane cross-section with a total width of 28 meters is planned, with two directional lanes each 10.5 meters wide including shoulders, a median strip of four meters and side shoulders of one and a half meters each.

When asked why a hard shoulder was also necessary, the expert pointed out that there had to be a lane for broken down vehicles.

In addition, during the construction period, traffic can be directed past the construction sites without diversions or full closures.

According to a report, an average daily traffic volume of around 27,000 vehicles is expected by 2035.

There are even 32,400 vehicles expected between the Kaufbeuren/Germaringen junction.

When asked what the design of the roundabout (Kaufbeuren connection) should look like, Hanrieder explained that this “roundabout” in its current form was no longer up to date during peak times and needed to be upgraded.

This statement comes with a certain reservation.

The topic of “parking space concept” is in the final phase of developing a special traffic report.

It was noted that the B12 did not show any exceptional phenomena or special anomalies.

In this regard, it was determined that, under certain circumstances, one parking space location might be sufficient.

For construction section C from Hirschzell to Untergermaringen, the Federal Ministry of Transport decided in favor of an east-west variant.

This means that from Hirschzell to the Kaufbeuren junction, the newly added roadway will run east of the federal highway and from Kaufbeuren to Untergermaringen to the west.

B12 expansion: Noise remains a problem

With regard to the existing bridge structures, it can be assumed that at least two thirds of the bridges need to be replaced.

Drainage systems and retention basins have been roughly defined.

We are currently investigating where noise protection measures are necessary.

When asked by a resident from Hirschzell about noise pollution - especially at night - Hanrieder had to admit that such problems could not be completely avoided.

On the other hand, all the necessary framework conditions that apply in Germany have been met.

It was also decided to install noise-optimized asphalt (but not “whisper asphalt”).

Jörn Danberg then showed the latest preliminary draft plans and explained the next steps, although the plan approval process could only be submitted to the Swabian government in a year at the earliest.

In this context, objections could be raised in writing - which would then be assessed and weighed up.

Only then will the whole thing have a decisive effect and one can begin the necessary land negotiations in the next step, whereby land acquisition for exchange areas and nature conservation is already possible.

The objection was raised several times in the subsequent round of questions as to whether a more modest solution could have saved a lot of money for other important things and whether a change in plan with a narrower solution would now be possible.

According to Hanrieder, the technical planning has already reached the point where changing the plans would be virtually impossible and this would mean extreme delays, which is why the costs would then “explode”.

Costs for B12 expansion: 109 million euros for section C

When asked what costs should be expected, Hanrieder replied that, according to an estimate from December 2023, they would be 390 million euros.

For construction section C between Hirschzell and Untergermaringen, the costs have increased from the originally planned 82.9 million euros to 108.9 million euros.

From this alone it is clear that time delays would no longer be possible.
