The 6.5 hectare Moralt area will become a new district of Tölz.

The next most important goal is the urban development contract between the property owners and the city of Bad Tölz.

There are still some sticking points.

Bad Tölz –

When the question about the ZoBoN comes up, Thomas Scherer, managing director of “denkmalneu”, developer and, along with Hans Wehrmann, 30 percent co-owner of the Moralt area, looks a little annoyed.

The city statutes stipulate that if building land is designated, a third of the area must be sold by the city for social housing, for example.

“Here you go,” said Scherer at yesterday’s on-site press conference, “the city is welcome to buy a third.” And then he goes on and explains how the matter looks to him.

This is not about a greenfield site, but rather about the demolition and disposal of a huge inventory of old industrial buildings.

He goes on to list: development, public spaces, daycare centers and the city's ISEK requirements and, last but not least, the current economic climate.

Many larger construction projects are currently being put on hold.

The Moralt area, he promises, will be a “turbo booster for crafts”.

Mayor Ingo Mehner is happy that the Tölz ZoBoN statutes do not only include the purchase option.

It is important to him that there is a good mix of living, working and infrastructure.

The city council has already set key points in this regard in November 2023.

Around 41,000 square meters of commercial space must be created.

There will also be living space for 1,000 residents.

At least 20 percent is price-controlled housing (rental or purchase), is another requirement.

The city also wants to have a say in the freely marketable apartments and create living space for local businesses.

The topic of mix of uses has not yet been fully discussed, but both sides have made it clear on several occasions.

But we are optimistic that the important urban development contract will be signed in May.

It regulates what is to be built and in what order; the following development plan process is about implementation, explains Scherer.

But first the Heilbrunner wants to wait for the urban development contract.

The city has hired a lawyer to check the details.

Once it is signed, there will be several urban planning competitions for its implementation.

The city is supported by a specialist office for this purpose.

For the first step, development of the listed building, the existing development is sufficient.

But Mayor Mehner is hoping that the entire area will have a boost in solving the moral distribution bottleneck.

There are, says Scherer, signals from the Weilheim State Building Authority that one can imagine a roundabout or the turbo roundabout that the city has long wanted.

For Mehner, the functionality of the north span also depends on the Moralt distributor bottleneck.

However, access routes further south of the area are also conceivable.

The first step is the development of the commercial area in the old building.

Next to it you can see the public square for events with around 2,000 people.

It should also be roofable.

A hotel is also planned for the existing property.

The pedestrian bridges into the Karwendel settlement are just as important a future issue for the period after the urban development contract has been concluded as is raising the area to the level of the federal highway for flood protection reasons.

There would also be more space for the planned underground car park.
