Even beyond the summer season, dogs must be kept on a leash at all Freising lakes.

What should have been a mere formality ended in a debate about dogs on the Freising lakes, the requirement to be kept on a leash beyond the summer months and the word “bathing” in the statutes.

– Head of department Bastian Altmann regularly looked through the statutes for the Stoibermühle, Pullinger Seen and Vöttinger Weiher bathing lakes.

Result: “Some regulations need to be harmonized,” as Altmann said at the finance committee meeting on Monday.

The main point is the purpose: In order not to give the impression of a public bathing establishment, he suggested that in future all three statutes should no longer speak of use for bathing and recreational purposes, but rather that the word bathing should be avoided as much as possible.

Since there are no regulations on water supervision, the city of Freising is legally on the safe side if the lakes are not officially made available for bathing purposes in the statutes.

What bothered Susanne Günther (Greens) was that, on the one hand, the statutes still mention “bathing season”.

On the other hand, she wanted to know: “Who decides from when to when the season lasts?” It is currently set from May 15th to September 15th.

The committee agreed that the word bathing season should be replaced by summer season in the future.

And this will be extended in the statutes to the end of September in the future.

Dogs must be on a leash even in winter

What caused discussion was the addition that dogs must be kept on a leash even outside the summer season.

Guido Hoyer (left) was bothered by the fact that leash requirements were now simply being introduced through the back door in local recreation areas - without any specific reason.

After all, Freising is one of the cities where there is no general requirement to keep on a leash.

Hoyer didn't think it was right to simply remove an area - “unless you say there have been really bad incidents on the lakes.” However, Altmann denied that.

Günther also brought up environmental reasons.

“We have a lot of birds that breed around the ponds.” It makes sense that leashes are mandatory all year round.

Hoyer suggested asking the environmental officer for a statement.

And then there was a passionate discussion for half an hour about the leash requirement at Freising's bathing lakes before Rudi Schwaiger (CSU) pointed out that this already applies to the lakes - even outside of the bathing season.

And in fact: “The adjustment of the leash requirement beyond the summer months is necessary because bringing dogs was previously prohibited in Pulling all year round,” explained Altmann.

Dogs are now allowed in Pulling outside of bathing times - but only on a leash.

Changing rooms would require lifeguards

Robert Weller (FW) brought up the topic of changing rooms.

Women in particular would feel more comfortable if they could change clothes without being seen by other bathers.

Then you would need a lifeguard, replied Mayor Tobias Eschenbacher.

“I have to smile about that: We all go there to swim and a changing room means we need a lifeguard,” said Weller.

Nevertheless: In the end, the committee was unanimous in favor of the modified statutes.

The city council will have its final vote on it on Thursday next week.
