More safety for cyclists and pedestrians: In order to achieve this in Hausham, the Hausham local council has now decided to set up a working group.

At least that's how you could interpret the result of the ADFC bicycle climate test 2022, in which the community received a school grade of 4.3 in its first participation, placing it in 394th place out of 474 places with less than 20,000 inhabitants.

Green councilor Katharina Stiller thinks it's high time to pedal more for the needs of cyclists and at the most recent meeting she requested the establishment of a working group and the appointment of a speaker.

Although Stiller, in justifying her initiative, declared the acquisition of the “bicycle-friendly community” award as the goal of the measures: she emphasized that it was not just about cyclists, but about all “non-motorized traffic.”

It is important to increase safety for cyclists, pedestrians and users of wheelchairs or walkers and thus support the mobility transition.

Connection to the local development process is explicitly desired

To this end, the working group should meet with representatives from the local council, administration, Oberland regional development, ADFC and the interested population at least three times a year.

A connection to the ISEK local development process is just as desirable as events and public relations work to make the alternatives to the car in Hausham more attractive and better known, Stiller explained at the meeting.

Mayor Jens Zangenfeind (FWG) initially made it clear that the municipality was already doing a lot for non-motorized traffic.

“The bike plays a role for us.” In regular discussions with the ADFC, suggestions for improvement are developed and – if possible – implemented.

However, this often fails due to property conditions or financing.

Zangenfeind was open to setting up a working group, but recommended waiting for the presentation of the ISEK traffic report in a good two months and then exploring the citizens' interest.

“We shouldn’t impose anything on this.”

It is also important to involve residents of the streets affected by the measures.

The town hall boss did not believe it was necessary to appoint a speaker.

The administration in the town hall is needed to implement it anyway, “that’s what we get paid for.”

Disagreement about the need for additional speakers

Georg Eham (non-party) saw it similarly and also referred to the existing speaker for economics and transport, Christian Baur (FWG).

He also confirmed that working groups for cycling often only consist of “bicycle enthusiasts”.

It would be better to set up project-related groups in which residents and experts could also get involved.

“We can do this without another speaker,” said Tom Leidgschwendner (CSU) and recalled that the community has already achieved a lot, especially when it comes to accessibility.

Nevertheless, it doesn't hurt to have someone who will continue to get behind these issues and “see that things are moving forward,” said Harda von Poser (Greens), who supported both a working group and a representative.

Peter Wagner (SPD) also supported both points in Stiller's application.

The representative does not have to be from the local council and a lot of citizen participation is generally desirable.

Since it is a “huge topic,” we also need someone “who is passionate about it,” agreed Erich Kogler (FWG).

Against three votes, the local councilors then supported the establishment of a working group, with the starting signal being given when the traffic report is presented.

However, the appointment of a speaker did not find a majority in the committee; only five local councilors considered it necessary.

Zangenfeind wanted one thing above all from the new working group: “A constructive level of discussion with many good suggestions instead of mere criticism.”
