The alleged fraudulent maneuver that was uncovered with the intermediation of insurance companies from the ANSES exposed
a structure that could have been replicated in other State agencies.
To clarify this, Judge Julián Ercolini
requested information from 45 agencies
that Nación Seguros mentioned in the documentation that he delivered to the court.
This is in addition to
27 insurers, both legal entities and individuals
, that appear in the forms sent to the magistrate.
The presentation orders of the last two days seek to determine how far the alleged fraudulent maneuver expanded that earned Alberto Fernández, now out of power, his first accusation in a corruption case.
As

reported , justice is analyzing 27 insurance companies that would have participated in discretionary and unfounded intermediations in contracts between public organizations, which meant a multimillion-dollar expense to the state coffers, something that is being studied as possible criminal damage.
To determine if the maneuver was applied in other state agencies, the magistrate requested information from 45 state agencies.
The list, which

accessed , includes the General Staff of the
Navy, Radio and Television SE, Corredores Viales, the Ministry of Economy, ANMAT, INTA,
as well as the Superintendence of Health Services, the National Directorate of Roads, the extinct Ministry of Social Development, the General Administration of Ports, the Ministry of Agriculture, among others.
The 45 organizations whose papers the federal court seeks to analyze were selected because, according to the
information provided by Nación Seguros,
they contracted in accordance with the modality that was indicated as suspicious and defrauding the State coffers.
The supposedly criminal structure began operating at the end of 2021, at which time the then president Alberto Fernández ordered that all state insurance had to be contracted with Nación Seguros.
The circuit did not end there:
Nación, in turn, hired a broker and private companies.
The plot of “opaque” contracts with the insurance sector was uncovered by the operations within ANSES, a business of 20,000 million pesos annually and 300 million in monthly commissions with insurance and intermediary commissions.
While former president Alberto Fernández, and the financial brokers
Pablo Torres García and Héctor Martínez Sosa
(married to Alberto Fernández's secretary, María Cantero), are charged, Judge Ercolini considers that we could be facing an even larger network.
The media revealed various suspicious contracts between the Nation and other state organizations that applied the same mechanism.
From the Gendarmerie, the Federal Penitentiary Service, the Chancellery, the Mint, and the Superintendency of Health Services, among other agencies,
asked to hire Martínez Sosa
.
To do so, they requested it by letter to Nación Seguros.
The contract with the Gendarmerie cost up to 900 million pesos per month
.
At the Mint - which directly hired Martínez Sosa's company - the letter was signed by President Ángel Mario Elettore, on March 21, 2023. A year earlier, in March 2022, the Superintendency of Health Services had done the same through the superintendent, Alejandro López.
The Foreign Ministry, led by Felipe Solá, also appointed Emanuel Calvo, another producer partner of Martínez Sosa.
The same mechanism occurred in other areas dependent on the Ministry of Economy with another producer, Pablo Torres García, close to Sergio Massa.
