It was around noon when this individual walked his dogs in this public space.
Bad luck, the mayor witnesses the scene.
“I was passing by and I saw his dogs defecating in the green space of the Place du Général-de-Gaulle which we inaugurated in 2019,” explains Arnaud Dumontier.
It is a place reserved for public events, families, young people.
It is not made for animals and there is an obligation to collect all dog waste throughout the territory of the municipality under penalty of a fine.

The master identified via video surveillance
Barely back at town hall, Arnaud Dumontier asks his municipal police officers to view the video surveillance images of the area concerned.
“We have found the images which will allow us to verbalize the individual,” announces the councilor.
He is a young person from the town aged around twenty, unfavorably known to the police and gendarmerie services.
We will also take an interest in his two dogs.
They are categorized and one may wonder if he has the right to possess them, if they are properly registered.
He is also guilty of another offense of walking classified dogs without a muzzle.
The bill could increase.

Pont-Sainte-Maxence was one of the first French municipalities to pioneer the verbalization of incivility.
In 2018, the municipality took a decision to punish spitting in the street, cigarette butts thrown on the road and uncollected dog droppings with a fine of 135 euros.
“There is an education problem and the mayor is not expected to educate his fellow citizens,” he regrets.
Since this measure was taken, we have seen a significant drop in incivility, people are more cautious when they see the municipal police.

“We also use video reporting for illegal dumping and for certain traffic offenses such as failing to make a left turn, running stop signs, not wearing a seat belt, using the phone while driving or random overtaking, prohibited in the municipality.
The municipal police go behind the screens and are interested in the images of sensitive places chosen by some.
