Jean-Jacques Panunzi is senator for Les Républicains de Corse-du-Sud. “How can we believe, after having accustomed ourselves to so much contempt, that the nationalists at the head of this community will work to reestablish the links between Corsica and the Republic? What guarantee do we have so that the autonomy project really contributes to rebuilding society together?"

FIGAROVOX/TRIBUNE - Corsica's autonomy will in no way resolve the concrete problems facing the island's inhabitants, believes LR senator from Corsica-du-Sud, Jean-Jacques Panunzi. Worse, it risks making them worse, he warns.

The Beauvau process on the institutional evolution of Corsica experienced its epilogue during the night from Monday to Tuesday.

After more than 5 hours of discussions, in the face of the majority, the constitutional text presented by the Minister of the Interior was accepted by the representatives of Corsica.

However, this introduces a leap never before taken in the history of institutional relations between Corsica and the Republic.

The proposal adopted yesterday introduces two major ruptures which are unlikely to resolve the fractures that run through our society.

Worse, it risks ultimately making us all losers.

The first loser is the Republic.

The first paragraph of the proposed constitutional article goes so far as to introduce the existence of a “Corsican community”, going much further than what is written for the “populations” of Overseas.

How can we propose that our fundamental text admits the existence of a community in our Republic?

Should we remember again that it is parliamentarians who have to decide on the modification of the Constitution?

How can we imagine that they will agree to distort the spirit of our fundamental text so much?

And above all, by introducing legislative power vested in the future Autonomous Community of Corsica, without the authorization of Parliament to take legislative acts, there is a risk of creating a State within a State.

The over-powerful Corsican community will dictate alone, with even fewer counter-powers than today, the affairs of Corsica.

It is not by taking the Constitution as a catalog of problems that we will construct good solutions.

Jean-Jacques Panunzi

How can we believe, after having accustomed ourselves to so much contempt, that the nationalists at the head of this community will work to reestablish the links between Corsica and the Republic?

What guarantee do we have so that the autonomy project really contributes to rebuilding society together?

Until now, the nationalists have accustomed us more to repeated standoffs with the Government than to the implementation of public policies aimed at improving the daily lives of Corsicans.

Because yes, with this new status, it is the Corsicans who risk being the ultimate losers.

We are still waiting today to know what the nationalists really intend to do, in terms of public policies, to improve our daily lives.

It is not enough to want to include language, land or community in the Constitution to contribute to the well-being of Corsicans.

Because the subject here is not to question the concerns behind these real problems.

Yes, young Corsicans have difficulty finding housing and finding a job and making a decent living from it.

Yes, the Corsican language is spoken less and less generation after generation and it is our responsibility to keep it alive.

But it is not by taking the Constitution as a catalog of problems that we will construct good solutions.

What have the nationalists in power since 2015 done on these subjects?

The irony is that at a time when everywhere in France, institutions are being strangled by standards which complicate public action, here we want to create and introduce more, all to the detriment of the quality and serenity of debates and discussions. services rendered to the Corsicans.

Future parliamentary debates must have these issues as their compass.
