Against the risk of a water crisis in Italy "I will propose a drought plan" with "an adaptation of the governance of the system" and "precise water balances, with the establishment of observatories in all districts".
The Commissioner against water scarcity, Nicola Dell'Acqua, said this in a hearing before the Chamber's Environment Commission.
"The state has made 102 million available" for new works, explained Dell'Acqua, but "even if we start building today, they will be ready in 5 or 6 years. Now the district observatories must be strengthened and the resources must be adequately planned. We must try to predict what consumption will be in the following 30 days, and how to save water" "The water balance - the commissioner further said - predicts on the one hand what is in the aquifers and basins, the snows and glaciers and the precipitations. on the other hand we have the consumption of industry and agriculture, hydrogeological flow and drinking water".
The drought plan will be proposed by Dell'Acqua to the relevant steering committee, made up of the Ministries involved, the Regions and the concessionaires.
For the commissioner "climate change is only one of the causes of the water crisis that has been recurring in the summer for twenty years.
But the real cause is that we have a primary water supply system, i.e. reservoirs and aquifers, which is absolutely deficient, due to lack of maintenance in the last 40 years".
