Public broadcasting is under pressure.
Broadcasting fees, independence and benefits are discussed.
The Green Party leadership now made reform proposals.
Munich – Even the public broadcasting bodies agree that public broadcasting is in need of reform.
In January, the state broadcasting commission agreed on reform steps.
And the CDU also made reform proposals at the beginning of 2024.
Now the federal executive board of the Greens is also explaining
its ideas about the redesign of public broadcasting (ÖRR) in a twelve-page decision paper that is available to the
Tagesspiegel .
According to the report, the four core concerns of the Greens are the fight against disinformation, more regionality, direct exchange with the population and the demand for a “common media library and audio library for the offerings of ARD and ZDF”.
The resolution paper also emphasizes that the ÖRR must serve society as a whole and “not follow the logic of the market and quotas”.

According to the Tagesspiegel
report,
the Greens are proposing the following reforms in their decision paper:
Further expand fact-checking offerings to combat disinformation more effectively
Financial savings through cuts and the avoidance of duplication in production
Salary levels at management level should be based on those in the public service
Transparency in compensation
Expand control of public broadcasters through more professional supervisory board structures
Strengthen regionality
Improve digital offerings – for example through a joint media library between ARD and ZDF
Do ARD and ZDF report one-sidedly?
According to a study, there is room for criticism
In particular, the political independence of ARD, ZDF and Co. has often been questioned in the past and public broadcasting has been accused of political one-sidedness.
A study by the Johannes Gutenberg University in Mainz recently examined the “diversity of perspectives in public news formats” over a period of three months.
As a result, the diversity of topics and actors was high.
Nevertheless, the results of the study also leave room for criticism of the balance of the public service offering.
Marcus Maurer, one of the authors of the study, summarized the results in a publication by the
Mercator Foundation
as follows: “Our study shows that in the news formats of ARD, ZDF and Deutschlandradio there is certainly room for a strengthening of conservative and market-liberal positions would be.
Overall, the claim that the news formats of public broadcasting are particularly one-sided compared to other news media is not true.
According to its decision paper, the broadcasting commission of the states wants to counter the criticism: The mandate of the public broadcasters should therefore be made measurable and regularly reviewed.
In its key points paper, the commission also calls for the ÖRR's mission and offerings to be made more concrete: “The offerings must be close to the citizens, recognized and rooted in the middle of society.”

Financing of ARD and ZDF: Greens are considering increasing contributions
Another controversial issue is the financing of public programs, especially since satisfaction levels among the population have been falling.
In its 24th report, the Commission for determining the financial needs of broadcasters (KEF) recommends an increase in the broadcasting fee from 2025. The fee should be increased by 58 cents to 18.94 euros.
According to their resolution paper, increasing the broadcasting fee is also an option for the Greens.
However, this topic should, if possible, be dealt with outside the political scope, writes the party according to

Greens demand savings from ZDF and ARD
According to the media report, both the Greens' resolution and the Broadcasting Commission's paper emphasize the need for savings.
In this case , ZDF
would
mainly save on the program, director Norbert Himmler confirmed to the

in January .
The result would be less in-house production and orders from production companies and more repetitions in the program.
This is contradicted by the demand that the Greens are said to have formulated in their paper: “More editing, less administration.” This is also about transparency in remuneration - especially at management level.
