How much does traffic enforcement actually cost the city in terms of parking and speed?

And how much does she take?

A report from the auditors in the Weilheim town hall contains interesting figures on this topic.

Weilheim

- When the five auditors of the Weilheim City Council take action, they take a very close look at some of the many hundreds of items in the city of Weilheim's budget.

For their critical look at the 2022 annual financial statements, they also focused on municipal traffic monitoring (KVÜ) - in addition to the eco-compensation for construction projects and the city's cultural program (we reported).

The BfW city councilors Hubert Schwaiger and Tillman Wahlefeld took a close look at the income and expenses in the KVÜ office on Krumpperstrasse last October - and then praised the department's "clean file keeping".

No complaints, but some interesting numbers

So there was no reason for complaint, but there were some interesting figures: According to the report by the two auditors, the income in the area of “idle traffic”, i.e. parking surveillance in Weilheim, amounted to 77,000 euros in 2022.

This was offset by expenses of a good 64,300 euros, namely for the hourly rates of the parking inspectors.

The income from speed monitoring amounted to almost 30,000 euros and the expenses to 28,450 euros.

Only “built-up measuring systems and vehicle measurements” are recorded here, as Gerhard Bäck, the head of the city's transport authority, explains when asked by our newspaper.

The speed camera trailers that you often see in Weilheim are an extra item that does not appear in this balance sheet.

“No business can be done in traffic surveillance”

Bäck emphasizes that money should not be the priority when it comes to traffic monitoring: “No business can be made there.

We're happy if it works.” It's about road safety, reducing speeds and avoiding accidents.

Under no circumstances would speed camera locations - which are determined together with the police - be selected based on where high income can be expected.

On the contrary, says the head of the transport authority: “If there are high complaint rates in one place, something has to be changed there.”

Income of around 427,000 euros from parking ticket machines

The audit committee also examined the “above-ground parking space management” by the city of Weilheim.

According to an audit by Saika Gebauer-Merx (FDP), the parking ticket machines resulted in income of a good 427,600 euros in 2022.

Of this, around 14,700 euros went to cell phone parking with “park now” (commissioned until May 2022) and around 5,800 euros to that with “easy park” (from May).

Cell phone parking is “an additional service, but not a main branch,” summarizes Bäck.

The electricity costs for the parking ticket machines amounted to a good 6,750 euros in the year of the test, and 7,000 euros were paid to the manufacturer to replace new machines.

The municipal utilities charged the city of Weilheim a flat rate of 25,000 euros for emptying the machines.

Whether the latter is justified at this level must be checked regularly in the town hall, the auditors suggested.

Motorhome parking space in Weilheim is “very, very well received”

According to the audit report, the city recorded income of a good 17,000 euros in 2022 for the use of the mobile home parking space next to the Ammerschule - including the flat rate fee for electricity and water/wastewater.

The city's expenses for electricity and water amounted to around 3,200 euros.

Weilheim’s mobile home parking space is “very, very well received,” says Gerhard Bäck, commenting on the figures in an interview with our newspaper.

There has been a significant increase over the years.

“It’s really a great place,” said the head of the city’s transportation authority, “and that’s reflected in the numbers.”
