Buch am Buchrain – The Buch am Buchrain local council dealt with the annual accounts and the budget overruns in 2022.
Many positions were understandable for the audit committee.
There was only some need for discussion regarding the deficit of 450,100 euros caused by childcare.
In July 2023, Bernhard Blasi (CSU/independent), Martin Kern (SPD) and Michael Rappold (CSU) met to review Buch's finances for 2022.
The most exciting point in her report at the recent council meeting concerned municipal revenue.
Audit Committee Chairman Blasi informed his council colleagues that in 2022 the deficit caused by childcare was 450,100 euros.
The committee therefore recommended investigating the causes and possibly checking whether the fees at the Rosengarten daycare center should be increased.
The first comment on this budget overrun came from Margit Kunstwadl (WG): "450,000 euros is already a house number, that's steep." In response to her question, Mayor Ferdinand Geisberger (CSU) explained that the daycare fees would be in 2023 - i.e. after this Annual financial statements – have been adjusted slightly and are to be increased regularly in subsequent years.
To explain the amount, Rappold added that this also includes the subsidy costs that the municipality pays when children from Buch are looked after in other municipalities.
Kern explained that personnel costs have risen sharply in recent years, but state subsidies have not increased to the same extent.
According to his memories, the deficit in 2014 was roughly 250,000 euros.
The mayor added that this number cannot really be compared with 2022.
According to his statements, treasurer Doreen Graf structures the household somewhat differently than her predecessor.
Today's totals are therefore more precise.
There was no great need to talk about the further exceedances.
At 67,900 euros, the court costs significantly exceeded the estimate (10,500 euros).
According to Blasi, the reason was the settlement of the Oberndorf, Schmiedberg, Pemmeringer Straße Ost and Drosselweg development plans that were ongoing at the time.
Maintenance costs for the water supply were also higher than planned at 6,700 euros (1,200 euros) due to the planning costs and groundwater exploration of the future well.
On the revenue side, the actual revenue in the energy supply sector (212,400 euros) was significantly higher than planned (130,000 euros) because a remaining payment was received for the broadband expansion.
There were unanimous decisions on the annual accounts and budget overruns.
However, there was also criticism because of the chambermaid's absence.
“I don’t think it’s good that Ms. Graf isn’t here today,” said Kunstwadl.
Josef Auer (WG) agreed that “one or two additional pieces of information from Ms. Graf wouldn’t have been bad.”
