In order to be able to designate a supermarket and a new residential area on the northwestern outskirts of Bockhorn, the municipality's land use plan must be changed.

Authorities and public authorities have reported their conditions for this approximately three hectare planned area, which was previously designated as agricultural land.

Particularly serious is the demand from the government of Upper Bavaria and the Erding district office to ensure that the valuable arable land there is used sparingly.

The local council now discussed this.

Bockhorn – According to the state development plan, the designation of building areas should be aligned “with sustainable and needs-oriented settlement development”.

Changes in demographics and the protection of contiguous landscape areas must also be taken into account.

The state planners see these demands, including those for local supplies, as fulfilled in the case of the new residential area and the supermarket in Bockhorn.

“Nevertheless,” said planner Judith Praxenthaler from Munich, “it is also important to take the so-called Bavarian land-saving offensive into account.

A determination of the actual need for apartments is essential; on the other hand, to compensate for the new residential area mentioned, other areas are then not to be used for development.

Although the municipality refers to areas in Kirchasch, they are not available for development.

The municipality is encouraged to possibly remove the areas from the valid land use plan.

In addition to “sacrificing” such compensation areas, it is also important to pay attention to species protection and green space.

As a consequence, Bockhorn will now determine the need for new residential building space.

The Erding district office also requires land use planning.

The authority wants the specific housing needs and their “inclusion in urban planning arguments, separated into local residents and those wishing to move in”, to be presented.

Even the hunting area must be taken into account.

Because the area in question is particularly valuable agriculturally, the Office for Food, Agriculture and Forestry recommends that the topsoil be removed before construction begins and distributed to lower-yield locations.

The community's statement: “We are aware that soil of above-average quality is used for arable land here.

Overall, however, the municipality is sticking to its intention of securing development areas in the main town of Bockhorn for the future.”

The local council ultimately approved all proposals unanimously - after an assessment of needs, the land use plan should be publicly displayed again.
