Affordable apartments are becoming increasingly rare throughout the Oberland.

As reported, a new Tölz district is to be built on the Moralt site, with living space for 1,000 people, of which, according to the city council resolution, at least 20 percent will be rent-controlled housing (rent or purchase).

On Wednesday evening it became clear once again: the desire to create affordable living space on the site is definitely there.

But the city and the investor are fighting hard for a compromise.

The Tölzer Greens took the plans surrounding the dilapidated industrial site as an opportunity to discuss the topic.

Those invited included Mayor Ingo Mehner (CSU) and Thomas Scherer, managing director of Monumentneu GmbH and 30 percent co-owner of the area.

The vision for the Moralt area, which will be called “Moralt-Werke” in the future, was to “create jobs from which the city and population will benefit.”

In recent years there have also been undesirable developments in housing construction in Bad Tölz, admitted Mehner.

“The housing needs of our own population have not been sufficiently met,” admitted Mehner.

The city therefore now wants 100 percent allocation of living space to target groups.

“It’s a very ambitious project,” said the mayor.

The Moralt area is a case for the city's statutes on “future-oriented land use” (Zobon).

It states that if building land is designated, the owner must sell a third of the grassland price to the city.

Alternatively, he builds himself and adheres to the goals set by the city (see box).

At the end of November, the city council decided to oblige the owner to create social public infrastructure in accordance with the basic idea of ​​Zobon.

Investor: “Our interest is not profit, but survival”

Green district spokesman Andreas Wild referred to the Bavarian constitution in his contribution about the Zobon.

“Increases in land value that arise without any special labor or capital expenditure by the owner must be made available to the general public,” says Article 161. “That didn’t come from a green think tank,” said Wild with a wink.

The municipality has to bear the follow-up costs of converting it into residential building land, while the profit lies with the owner.

“It’s not about taking something away from anyone, but about involving the general public appropriately.”

Investor Thomas Scherer immediately objected.

“Our interest is not profit, but survival,” he said, referring to the tight real estate market.

“If you use the calculator today, you would have to stop the project.” The owners’ goal is to create an “implementable area”.

“As a lost place, it is of no use to anyone.” A “lost place” refers to abandoned places, such as industrial wastelands, or other buildings whose use has been forgotten.

Scherer outlined a schedule for the “Moralt-Werke”.

The urban development contract with the city is expected to be finalized this year.

The development plan process will then continue, with construction scheduled to begin in 2026.

Scherer created a buzz in the hall with the visualization of a main square - including stairs to the Isar and a ramp floating above the water for concerts.

Scherer said he had been working intensively on the Zobon for two years and emphasized that “socially influenced areas” would be created.

The owners will cover the costs of building a daycare center and high-quality playgrounds and an event area.

“And at the same time, we are adding 5,000 square meters of cycle and path network.” There is also 41,000 square meters of commercial space and 3,000 square meters of event space.

There was a lot of “heart and soul” put into the project, said the Tölzer native.

“Fog candle”: Greens criticize the owners

Former Green city councilor Franz Mayer countered Scherer's comments.

The costs of social infrastructure should not be offset against affordable housing.

This is a “fog candle,” said Mayer.

How much affordable living space will actually be created on the Moralt site is currently completely open.

Because the city itself does not want to take over a third of the area, “financial compensation in the amount of the proportionate planning profit would be possible,” says Mayer.

This could be used to finance a multi-generational home, for example.

Another alternative is to oblige the investor to provide affordable housing in the long term.

Despite differing opinions, in the end everyone agreed: the new “Moralt works” are a clear improvement on the current situation.

The constructive atmosphere was also praised.

How the project progresses depends initially on the outcome of the contract negotiations.

“We have to see: Do we come together, yes or no,” said Mehner and made it clear that there is a long way to go before an agreement is reached: “We haven’t really come together yet and we have our frictions.”
