Funding for the installation of a heater can now be applied for.

But KfW will only process the applications at a later date.

That causes criticism.

Berlin – Since February 27, 2024, owners of owner-occupied single-family homes have actually been able to apply for funding from KfW for the installation of climate-friendly heating.

It is the starting signal for one of the federal government's most important projects: the goal is to switch to climate-friendly heating as quickly as possible.

There have previously been government subsidies for the modernization of heating systems, but from now on KfW is taking over all programs.

In practice, this apparently leads to chaos.

After a fire letter to Habeck: Further criticism of KfW funding

One point of criticism is that KfW will only process applications from September.

This means that the disbursement of funding is being pushed back a long way.

“The psychological effect of this is equivalent to another funding stop until September,” criticized the BDH and ZVSHK associations in an incendiary letter to Robert Habeck (Greens), which is available to

“We would have wished that we as an industry would have been informed in advance about such technical problems,” says the letter, which was dated February 29th.

is dated.

“We currently see a great danger that if this fact becomes known, the heating modernization for 2024 will be massively slowed down.”

Chaos with KfW funding?

Associations wrote a fire letter to Habeck

The associations propose that funding applied for by applicants should initially be granted and paid out unchecked as an interest-free loan and then verified as correct disbursement of funding after technically possible submission of evidence.

HomeServe Managing Director Thomas Rebel shares the associations' opinion.

Theory and practice would diverge, Rebel told

.

“Because now applicants in the KfW portal are faced with a big disappointment,” says Rebel.

Applicants would receive a provisional approval, but would still have to wait for the funding to be paid out.

“For months, industry and trade have been advocating that there should finally be clarity regarding funding, and now this. The bureaucracy is striking again and the hope of an early upswing in the market for sustainable heating has been further dampened.”

Who gets subsidies for the new heating and how high the heating subsidy is

The background to the new funding is the traffic light coalition's heating law, which has been in force since January 1st.

Accordingly, a voluntary switch to climate-friendly heating should be encouraged.

Heat pumps and solar thermal systems in particular are considered climate-friendly, but also certain wood or pellet heating systems.

The basic funding for all climate-friendly heating types is 30 percent of the investment amount.

People who live in their own four walls - i.e. live in a condominium or a single-family home - could also acquire bonuses under two conditions: If the taxable household annual income does not exceed 40,000 euros, they are entitled to an income bonus of 30 percent.

There is a climate speed bonus of 20 percent up to and including 2028 for replacing a particularly inefficient old heating system (coal, wood, gas floor and night storage heating systems as well as gas and biomass heating systems that are more than 20 years old).

There is a surcharge of 2,500 euros for biomass heating systems, but they must comply with a certain dust emission limit.

Maximum 70 percent

Consumers can receive a subsidy out of the eligible costs of 30,000 euros.

Who can apply for KfW funding?

Priority when submitting applications is given to owners of single-family homes who live in them themselves.

Other building owners still have to be patient.

KfW is expected to release the application forms for landlords and homeowners' associations in May and August respectively.

However, all those eligible to apply can start replacing the heating system now and submit the application to KfW by November 30th.

The prerequisite for the funding application is a previously concluded contract with a specialist company.
