Due to budgetary and Justice organization objections, the Government
postponed until May 6
the implementation of the new Criminal Procedure Code in Rosario to expedite drug trafficking cases.
The new code leaves investigations in the hands of prosecutors and not judges as it is until now and has already been successfully implemented in Salta and Jujuy.
In a resolution, the Minister of Justice, Mariano Cúneo Libarona, reported that after “holding successive work meetings in the judicial district corresponding to the Federal Court of Appeals of Rosario,
we have warned of the need to reinforce the institutional support of the bodies that make up the the federal justice system
.”
In addition, the minister noted that a contingency plan
must first be " developed
that enables the immediate implementation of the Federal Criminal Procedure Code."
So, the implementation of the so-called adversarial system will not begin on Monday, but on May 6.
The president of the Court
, Horacio Rosatti, made a lightning trip to Rosario on Thursday under torrential rain to discuss with the local Federal Chamber this decision of Cúneo Libarona
to whom through a DNU President Javier Milei gave the responsibility of implementing the new Criminal Procedure Code.
The Association of Prosecutors and Officials of the Public Prosecutor's Office of the Nation (AFFUN), chaired by Ricardo Toranzo, supported the measure but not its immediate implementation as Cúneo Libarona originally wanted.
Prosecutors need
more employees and equipment to take charge of investigations, especially complex cases.
In a statement, AFFUN said that the urgent task of pursuing drug trafficking in Rosario must be “done with strengthened institutions and
a work plan
.”
The AFFUN recalled that
prosecutors' offices in other cities also depend on the Federal Chamber of Rosario.
In addition, vacancies for federal judges and prosecutors in the province of Santa Fe remain to be filled.
