The financial situation in Nandlstadt is tense.

The district levy in particular is causing problems for the municipality.

- “The good years are over.” With these words, which were uttered in 2019 by the then Finance Minister and current Chancellor Olaf Scholz, Nandlstadt's Mayor Gerhard Betz also summarized the municipality's financial situation on Thursday.

“Expenses are increasing regularly and dramatically, while income is almost stagnating.

And our reserves will have shrunk significantly by the end of the current financial year,” he said at the local council meeting.

Treasurer Martin Anneser backed up this statement with figures: At a good 4.2 million euros, personnel costs are the largest expenditure items in the administrative budget - compared to the previous year, this is an increase of 9.95 percent.

The district levy, which has increased by 10.2 percent, is also putting a lot of strain on the budget - specifically at a good 3.3 million euros.

Anneser therefore pointed out to the “higher-level decision-makers” that “things cannot continue like this: the municipalities are being given more and more tasks - without appropriate financial support.” UWN market councilor Regina Schillinger cited the legal right to full-day care as examples of this.

CSU market councilor Franz Mayer was also bothered by the fact that “the district levy has increased for the second time in a row.”

Combined with “still high energy costs and other costs, this doesn’t make things any easier for communities.”

The largest income items in the administrative budget include income tax (a good four million euros), key allocations (2.2 million euros), trade tax (930,000 euros) and property tax A and B (416,000 euros).

Numerous investments have an impact on the expenditure side of the asset budget - especially the purchase of land at around 900,000 euros.

But sewer construction measures (350,000 euros), broadband expansion (166,000 euros), road construction measures (450,000 euros) or the new toilet facility at the forest pool (140,000 euros), to name just a few projects, also put a strain on the municipal coffers.

This is offset by income such as contributions to improve the sewage treatment plant (2.2 million euros), sales of commercial property (one million euros), grants for investments (508,000 euros) and the addition of 88,400 euros to the administrative budget.

The latter not only causes concern for the treasurer, but also for the head of the town hall: “We have just managed to balance the administrative budget,” said Betz.

“However, we have not even come close to achieving the minimum addition to the asset budget – our basis for future investments.” Because, as the treasurer explained: “We are a long way from the required minimum addition of 720,000 euros.”

The fact that the reserves have “decreased by over 300,000 euros, even though we have two huge items as income with over three million in them, that alone should give everyone here something to think about.

After all – and that was the positive news that evening: “We have not planned to take out any loans, but we are repaying 720,00 euros this year,” said Anneser.

Now it is important, and all market councilors agreed, to save money.

Accordingly, Franz Mayer made a “request to everyone to check all projects for savings and funding opportunities.” And Betz also knows: “The focus will have to be clearly on our mandatory tasks” - above all on childcare, schools and the fire departments .

The market council unanimously approved the budget and the statutes.
