internal audit in which she found possible "fraudulent" maneuvers
in the disbursements for the operation of several early childhood centers, Minister
Sandra Pettovello
denounced the
authorities of the National Secretariat for Children, Adolescents and Family (SENNAF)
that They performed between January 1, 2018 and December 10.
This organization operated under the orbit of the then Ministry of Social Development and, according to the search carried out by Capital Humano,
several million-dollar transfers of subsidies "without accountability" or with "partial or irregular" clarifications were detected
within the framework of the Promotion program. and Assistance to Early Childhood Spaces.
The initiative had the objective of guaranteeing adequate and healthy nutrition for children, as well as promoting early stimulation and care for minors in situations of extreme vulnerability, for which a battery of rules was established that regulated the aforementioned program.
The case was settled in federal court number 12, which is subrogated by
Judge Ariel Lijo
, in which the alleged crimes of defrauding the State, failure to fulfill the duties of a public official and abuse of authority are being investigated.
The presentation is part of the criminal actions promoted by the portfolio for alleged irregularities in the contracting of insurance, among other investigations.

In this case, alleged irregularities were found in the fulfillment of a program that, after being signed with the institutions, contemplated the

But then the Secretariat itself had to "approve" their accounts.
The recipients of the subsidies were the so-called Early Childhood Spaces (EPI), also called
Child Development Centers (CDI), which housed children between 45 days and 4 years of age from all over the country
, "providing nutritional assistance, stimulation and psychomotor skills, as well as prevention and health promotion".
"The first disbursement was made but to collect the second it had to be paid technically and accounting. But we saw that there were payments observed and even so they continued to be paid," highlighted a Human Capital source consulted.
That is why the Government maintains that the measures ordered do not go against the normal functioning of the institutions but rather "against the officials who did not comply with the administrative standard."
In any case, the official audit
confirmed the payment of subsidies "without accountability" in several organizations.
In the province of Santa Fe, the cases of the "Municipal Maternal and Child Garden No. 3 Sede Zazpe in Rafaela, and the "Specific Agreement Casa Padre Catena, in the Barrio Villa Oculta - Caritas Argentina neighborhood" were listed.
In the western area of the GBA, irregularities were detected in operations carried out with kindergartens and kindergartens No. 2 and 3 of the municipality of Hurlingham.
Alleged maneuvers were also recorded in the agreements concluded in municipalities of the third electoral district of Buenos Aires: in the "Jardín Sueños y Sonrisas" of Berazategui and in institutions of La Matanza.
Also in an early childhood center in the Mendoza commune of General Lavalle.
