How long can Grafrath afford to maintain the Bürgerstadl and swimming pool?

And what do you do if at some point you no longer have enough money?

Grafrath - Bürgerstadl and Bad were the focus of the finance committee's preliminary discussions on the strategic income and expenditure concept - a paper that illuminates the basic direction of municipal finances in the future.

Bürgerstadl and swimming pool are the big cost factors, as Mayor Markus Kennerknecht (independent) emphasized.

“We can work on a subsidy here or cancel a measure there.

But these are all small things compared to these two facilities.” The Bürgerstadl has caused the municipality a loss of between around 80,000 euros and 130,000 euros in recent years.

For a long time, local council members have been calling for a concept for the property, for which there is currently no tenant.

The goal: increase revenue.

But according to Kennerknecht, that is hardly possible.

The clubs are already at the limit of what is possible when a hall rent of 250 euros is charged for smaller events with fewer than 100 visitors and there is no sale of drinks and food.

“But we can’t just lock it and throw away the key,” says the town hall boss.

Because the fixed costs remained.

From a purely monetary perspective, one would then have to consider dismantling the building and selling the property with the corresponding building rights - an option that Kennerknecht does not want, as he emphasized.

“That would have an extreme impact on the local club structures.”

Several clubs use the hall; the Bürgerstadl is even the clubhouse for the Wildenroth game association and the Schützen.

This is also the only hall in the municipality where citizens' meetings can be held.

For the swimming pool, the loss is of similar dimensions – between 90,000 and 110,000 euros.

According to Kennerknecht, the situation is different here. “Adjustments to the fees can be required, especially from private users such as swimming schools.” The fees are to be increased by the beginning of 2025 at the latest.

This is also necessary in order to maintain the facility: a change of use is difficult to implement because the bathroom is part of the school complex.

In contrast to the Bürgerstadl, where a general renovation is due to take place soon, there will probably be government subsidies for structural work on the swimming pool in the future.
