Start a municipal company (KU) or do it yourself?

Seeshaupt is faced with this question in view of the new construction plans for the building yard and fire station.

The mayor of Feldafingen should now provide decision-making assistance - with a report on his experiences at the most recent local council meeting.

Seeshaupt - For months, the committee led by Mayor Fritz Egold (CSU) has been discussing the pros and cons of establishing a municipal company (KU).

To some, it appears to be the perfect solution to escape the horror scenario of a “Europe-wide tender”.

Others are of the opinion: Let's simply handle the planning of the urgently needed new construction of the construction yard and fire station (we reported) ourselves.

New buildings are required

At the most recent municipal council meeting, Mayor Egold - a supporter of setting up a municipal company - pulled an ace out of his sleeve: his colleague from Feldafing, the local mayor Bernhard Sontheim (Feldafing Citizens' Group).

He has experience with setting up such a company.

And he was happy to pass this on to the Sees-haupter before the local council members discussed it further in April.

“We founded a municipal company in 2003 because it can operate more flexibly than the municipality and because it is more possible for it to employ local craftsmen,” said Sontheim clearly in the first sentence of his short lecture.

The municipality has actually delegated “everything related to civil engineering” to the municipal company called “PEWU”, and it has also been acting as an energy service provider since last year.

The personnel conditions are clear: the administrative board usually consists of part of the municipal council, and the mayor is usually its chairman.

The board or managing director, however, may not be a local councilor or mayor, but can come from the local administration.

For the Seeshaupter, this was important information in view of the personnel debates in the past regarding the topic of “municipal companies”.

Important information from Feldafing

But even more important was what Sontheim was able to report on the pitfalls of running a municipal company.

There are currently “big difficulties” in the Feldafingen case.

The managing director had a long-term illness and the management staff had resigned.

It turned out that the local council had “completely overwhelmed” the company.

“We delegated everything there,” Sontheim admitted.

That’s why he warns against “believing that you can give everything away.”

And: For projects for which public funding is applied for, the municipal company must behave like the municipality.

The founding of the new fire station would do nothing – unless the funding was waived.

Ultimately, the community “has to think carefully about what the municipal company should be founded for.

And how it is operated.”

When asked by Petra Eberle (GrAS) whether Sontheim would set up a municipal company again, the mayor replied with a clear “yes” despite all the problems.

“It has great benefits.”

Andreas Rilk (GrAS) wanted to know whether the Feldafinger PEWU could also implement Seeshaupt projects - probably with a view to the construction yard and fire station.

That would work, says Sontheim.

But he added firmly: “But I won’t do it!”
