The municipality of Bichl will invest almost three million euros in 2024.

According to budget planning, cooperation with Benediktbeuern has become more expensive.

Bichl – The Bichler budget is once again characterized by construction work this year.

“We have some big projects,” said Mayor Benedikt Pössenbacher at the most recent meeting of the local council.

“I believe that we do a lot of things for the citizens.” Treasurer Florian Hlawatsch presented the most important key figures in the budget for 2024.

The municipality of Bichl is planning various construction measures: question marks about asylum accommodation

The budget has a total volume of around 8.7 million euros, reported Hlawatsch.

This includes investments amounting to 3.1 million euros.

The largest item is the construction of a new elevated tank for the water supply.

“In total, that’s around 1.3 million euros,” explained the treasurer.

The issue of refugees is also a concern for the municipality when it comes to budget planning.

This concerns the question of possible asylum accommodation in Bichl.

The costs for this are expected to be in the six-figure range.

The community also wants to renew the parking lot at the train station.

Around one million euros has been budgeted for both construction projects.

In addition, there is the expansion of the crèche including a new heating system (376,000 euros) as well as various road construction measures, including on Ludlmühlstrasse and Benediktenwandstrasse (230,000 euros).

War memorial is to be renovated: trees have to go

The war memorial is to be renovated.

“The fonts will be remade,” explained Mayor Pössenbacher.

In addition, the monument should be sealed at the bottom so that it is less exposed to moisture.

However, the two Thujen have to be cut down.

“The roots are already growing under the monument and lifting it up slightly,” said Pössenbacher.

They are being replaced by pine trees.

The municipality is budgeting 10,000 euros for this.

Like many other communities, Bichl is also affected by increasing expenses.

Especially for the staff.

“As a result of the collective agreement, salaries will increase significantly by around ten to twelve percent,” explained Kämmerer Hlawatsch.

Therefore, personnel costs also increased by 193,500 euros.

The levy that Bichl has to pay to the district will also continue to rise.

Accordingly, the municipality will pay around 1.4 million euros, an increase of 74,400 euros.

Due to rising personnel costs: Collaboration in VG Benediktbeuern is becoming more expensive for Bichl

Another cost factor - and a political issue - is the levy to the Benediktbeuern administrative community (VG).

As reported, Bichl's mayor put the cooperation in the VG to the test last year and put a "comparison of costs with regard to independence" on the agenda.

According to the treasurer's office, the administrative cost allocation for 2024 will be 451,000 euros, an increase of almost 34,000 euros.

The increase in the levy is due to the higher personnel costs.

Bichler household in numbers:

Significant income (in euros, million = million, 2023 approach in brackets):

Property tax A+B: 213,500 (211,000), trade tax: 400,000 (350,000), income share: 1.86 million (1.89 million), key allocation: 662,000 (631,000), investment allowance: 126,500 (126,500 )

Essential expenses:

Trade tax levy: 80,000 (39,000), district levy: 1.34 million (1.42 million), SV levy: 209,500 (232,500), VG levy: 451,000 (417,000), personnel expenses: 1.38 million, operating expenses : 1.50 million

Investments:

New construction of elevated containers: 801,500, conversion of crèche: 376,000, road construction measures: 230,000, land acquisition: 100,000

According to Hlawatsch, the most important and largest source of income for the budget is the municipality's share of wage and income tax revenue.

Here the treasurer expects a decrease of 26,000 euros.

“In general, it can be seen that the community share has been increasing less and less in recent years due to various supra-regional crises,” says Hlawatsch.

Bichl can “significantly advance debt reduction”

In addition to income tax, trade tax is important for the Bichler budget.

The income for 2024 is estimated at 400,000 euros - 300,000 euros less than the income from 2023. "Last year we had a very positive result, we can't expect that this year," explained Hlawatsch.

The community's debts were significantly reduced.

“Bichl has significantly pushed forward debt reduction in recent years,” praised Hlawatsch.

They should be 149 euros per inhabitant in 2024, and the planned total debt is around 345,000 euros.

Borrowings are not planned for 2024 and beyond.

This will further reduce the debt level.

When it comes to investments until 2027, the municipality still wants to focus “very much on its mandatory and core tasks”.

There was no longer any need for discussion in the local council and the budget was approved unanimously.
