After the government's announcement of a control plan in establishments welcoming elderly and disabled people, the Minister for Children, Sarah El Haïry, announced another control plan, but this time in large groups of micro-crèches.
“I don’t want an Orpéa-style scandal

In reference to the failures and mistreatment committed in the retirement homes of the Orpea group, denounced in the book
Les Fossoyeurs
by Victor Castanet in 2022.
The government's objective is to prevent possible mistreatment of babies in public and private establishments.
But Sarah El Haïry particularly points out the large groups of micro-crèches
“which sometimes have exemptions, either in terms of training of professionals or in terms of supervision”
, she clarified.
This announcement comes after the rendering of conclusions of a report by the General Inspectorate of Social Affairs (Igas) and the General Inspectorate of Finance, which have not yet been made public.
“This report tells us to build a culture of control and evaluation, particularly in the smallest structures
,” said the minister.
“This is why I am launching a major program of group controls which will make it possible to consolidate these alerts, but above all to succeed in finding answers together because I do not want to create a scandal and a drama
,” he said. she continued.

Forgotten children
Another Igas report, published in April 2023, already denounced child abuse in certain nurseries.
Adults interviewed during the Igas investigation revealed that children were forgotten on the toilet, deprived of a nap due to a lack of sufficient beds or, on the contrary, left crying until they fell asleep. .
The institution thus called at the time for a strengthening of controls, an increase in supervision rates and the level of qualification of professionals, but also through a method of financing establishments conditioned on quality objectives.
The rapporteurs also underlined the need to remedy the lack of attractiveness of early childhood professions,
“an aggravating factor as well as a symptom”
of the difficulties in welcoming children.

Sarah El-Haïry's speech also comes the day after the broadcast, Sunday evening on M6, of an investigation by
“Forbidden Zone”
on the failures of the State in the disability sector.
The program notably shows a dilapidated IME, which refuses to let in parents, alerted by an educator to the deplorable conditions of accommodation for their children.
This survey also gives voice to parents who indicate that they have filed a complaint after observing signs of mistreatment of their adult autistic son.
