The so-called
"Insurance Scandal"
added a new chapter after the Ministry of Human Capital presented documentation to the Federal Justice that reveals that during the government of Alberto Fernández, the former Ministry of Social Development paid millionaire commissions to the
Castello Mercuri
company to insure the beneficiaries of the Potenciar Trabajo Plan, a plan that
1.2 million people
receive and that the Government has just divided into two different programs.
This is a firm linked to the former president, since its owner,
Oscar Alberto Castello
, was one of the main contributors to the Frente de Todos presidential campaign in 2019, in which Fernández won.
“We have detected that in the orbit of the former Ministry of Social Development, the existence of insurance issued by Nación Seguros with the firm Castello Mercuri appearing as a broker was noted,” says part of the document that arrived at the federal court of Julián Ercolini.
As revealed by Infobae,
policy number 2348 was signed on August 23, 2023, during the management of Victoria Tolosa Paz,
to insure against accidents “individuals incorporated into the “Potenciar Trabajo” and “Potenciar Empleo
”
programs , who perform tasks related to the execution of contract modules referring to: urban sanitation, urban infrastructure, urban equipment and/or improvements to community heritage, construction modules and/or special projects, internal drinking water installations in homes, placement of water tanks, connections to networks and improvement of the wet core, execution of sidewalks, painting and reconditioning of public places, sanitation, garbage classification and recovery of green spaces.”

, that same August 23, policy 2349, corresponding to collective funeral insurance, was also signed with Nación Seguros - and with the intervention of Castello Mercuri.
The personal accident insurance policy contracted by the Former Ministry of Social Development "appeared after an audit carried out as a result of the investigation being carried out after the criminal complaint made by the Ministry of Human Capital, ANSES and Nación Seguros" , explains the Legal Undersecretary of the ministry led by Pettovello, Leila Daniela Gianni.

Castello Mercuri's contracts with the State
The Castello Mercuri company is
one of the three that received the most money from the State for contracts signed with Invap, the Chief of Staff and the Ministry of Science and Technology, a total of 285,956,773 pesos
.
Héctor Martínez Sosa, the broker married to Alberto Fernández's secretary, and the Bachellier company, linked to him, were the only ones that charged more: together, a total of 1,665 million pesos.
Ercolini asked the Electoral Secretariat of Federal Court 1, headed by María Servini;
to the Federal Court with Electoral Competence in the province of Buenos Aires, and to the National Electoral Chamber, to inform if Oscar Alberto Castello, one of the company's shareholders, was a contributor to the Frente de Todos "in the framework of the presidential elections of the year 2019 and of the “Frente de Todos” Party for the legislative elections of 2021″.
The judge already has two cases
related to the insurance scandal
under his jurisdiction .
One began from a complaint by lawyer Silvina Martínez, in line with a presentation by Civic Coalition deputies Juan Manuel López and Paula Oliveto.
The other was the complaint that the Government made about the insurance that was contracted to provide coverage for retirees and pensioners who took out loans.
According to official sources,
Castello Mercuri acted as an intermediary in 27 Nación Seguros policies, issued during the years 2022 and 2023
, in favor of the educational portfolio.
The insurance was contracted to cover "various contingencies" related to the aforementioned institution, such as funerals, works of art, automobiles, real estate, among others, for a total amount of $600 million.
Now Justice must investigate what commission the detected broker charged.
