The ruling party is rushing the final details to start the treatment of the revamped
Bases Law
and has already defined a tentative, quite ambitious schedule, which closes with
the debate in the Chamber of Deputies on April 17
.
Then the proposal, if approved, will go to the Senate to be discussed during May and
have the regulations sanctioned by the 25th of that month
when the signing of the pact with the provinces is expected.
Libertarians admit that the deadlines can be flexible, but the Government's intention is for the new version of the omnibus law to have half a sanction before the end of April.
For this, the Minister of the Interior,

, together with the Chief of Staff,

, seek to close the agreements first with the different dialogue blocs of Deputies and then enter into the fine negotiation with the governors.
"This time,
the idea is that the project enters as agreed as possible
precisely to avoid dragging out the debate in the commissions," said an important operator of La Libertad Avanza, who admitted that it is difficult to reach the venue on April 17. .
For now, in the block led by Oscar Zago they estimate that
the draft of the Bases Law II will enter between April 3 and 4
, after Easter and the Malvinas holiday.
And from there another chapter of discussion opens between the ruling party and the opposition that will focus on the shift to commissions that will be given to the Government's proposal.

the General Legislation, Budget and Constitutional Affairs commissions

However, the president of the Chamber,
Martín Menem
, plans to move forward next week in the formation of another 15 commissions in order to leave open the possibility of convening other plenary sessions, if necessary.
Labor reform inside, retirement formula outside
Both the ruling party and the dialogueists closest to the Government see that the discussion over the new retirement mobility formula will take place outside the omnibus law, since the differences in the percentages remain and that could hinder the treatment of the project that will be sent by the Executive.

, both the UCR and Hacemos Coalión Federal questioned Javier Milei's DNU that extends the validity of the current retirement mobility formula until June, although they endorsed that the update is based on the INDEC Consumer Price Index.
Radicalism and the bloc chaired by
Miguel Angel Pichetto
ratified their differences with the percentage of compensation for the fall in purchasing power in the first months of the year after the devaluation.
In the draft of the project, the Government offered 10%, although it ended up giving 12.5% for DNU.
The problem is that the opposition claims 20.6%.
This difference could complicate the negotiations and, for this reason, La Libertad Avanza asks that it be left out of the omnibus law.
In this way, the discussion would be focused on the Welfare and Social Security commission, which will meet next week, on April 4, in an information meeting with officials from the ANSeS and the Ministry of Economy.

If the commission manages to issue an office, the ruled proposal must be analyzed by the Budget and Treasury, chaired by José Luis Espert, who refused to hold a plenary session of commissions to move forward together and define the new mobility formula in the first weeks of April. .
However, the ruling party warns that the definition may come out of the negotiations that the Government and the governors will try to close in the coming days.
Another issue that will be tied to what the Executive and the provinces agree on is the
restitution of the Income Tax
, a measure that is rejected by the Patagonian provinces.
The dialogueists want to raise the floor, since with the scheme proposed by the Government, an
employee would begin to pay taxes from a net salary of $1,053,292 per month
.
Added to this is Milei's intention to
insist on the labor reform chapter
that had been included in DNU 70/23, which was stopped by justice and is pending what the Supreme Court of Justice resolves.
There is also the chapter of privatizations that has resistance not only from the Unión por la Patria bloc and the left but also from the deputies enrolled in the Federal Innovation space, who respond to the governors of Misiones, Salta and Río Negro as well as the legislators of Neuquén and Santa Cruz.
