She called the financial package a new “record budget”.

For 2023, there was a surplus of 3.3 million euros in the administrative budget; Brunner-Ernst had calculated 300,000 euros.

“This was made possible by reduced spending on personnel, maintenance and operating expenses as well as subsidies, but also because of considerable additional trade tax revenue.” There was a deficit of 2.7 million euros in the asset budget, which was offset by the addition from the administrative budget.

The surplus of 572,000 euros flowed into the reserve, which amounted to around 6.4 million euros at the end of 2023, and the debt level at the beginning of 2024 was around 56.7 million euros.

“Does not meet minimum requirements”

Given the expenditure this year (see box), an allocation from the administrative to the capital budget of 1.1 million is possible.

“This surplus does not meet the required minimum allocation of 2.1 million euros and should therefore be seen as a clear signal that long-term performance is at risk,” warned Brunner-Ernst.

There is no free margin for financing investments.

The withdrawal from the reserve was increased from one million to three million, the borrowing increased to 25 million.

Further income includes investment allocations of 18.6 million, 5 million from urban development contracts and development contributions of 2.4 million.

For 2025, Brunner-Ernst plans to take out a further loan of around 10 million, in 2026 an addition of 12.3 million to reserves should be possible, and in 2027 even 17 million.

Michaela Harlander (SPD) was pleased about a surplus in 2023 that was ten times as high as planned: “That’s a great thing.” Christian Zenner (Greens) criticized the fact that personnel costs are rising unchecked.

“We have 3.8 positions in public relations, three in economic development and ten in the finance department – ​​that is clearly too many.” According to Keck, many tasks require sufficient staff.

“In addition, neither the Greens nor the VFW made any proposals to cut staff in the preliminary discussions - complaining now is the wrong approach.” Heinz-Fischer considers the 60 million estimate for the sale of the property on Erdinger Strasse to be “extremely dubious “.

Ewald Matejka (SPD) replied that the municipality had only paid four million for the area, “a proceeds of 40, 50 or 60 million is definitely good business.”
