Yesterday (Wednesday) the Knesset plenum approved in second and third reading the compensation bill for victims of hostilities - with 16 Knesset members supporting the proposal, with no opponents or abstentions.
As part of the proposal, the National Insurance Institute will be responsible for the management, operation and maintenance of the memorial hall in memory of the victims of the hostilities on Mount Herzl.
The law also stipulates that the Ministry of Finance will compensate the National Insurance Institute for this in an amount not less than one million new shekels per year, starting in 2026 or the year of the temple's establishment, whichever is later.

The explanation for the proposal reads: "Martyrs and victims of hostilities are part of the price of the establishment and independence of the State of Israel. In Government Decision No. 4558 of April 22, 2012, the government decided on the establishment of a memorial hall for the martyrs of Israel's systems on the grounds of the Mount Herzl military cemetery."
It was further added that "in Government Resolution No. 628 of November 14, 2021, the government decided that for the purpose of commemorating the victims of hostilities, a memorial hall would be erected in the area of Mount Herzl, and tasked the Minister of Welfare and Social Security with establishing the memorial hall. It was also determined in Resolution 628 that the minister would work to amend the Rewards Law to the victims of hostilities, in a manner that will determine the responsibility of the National Insurance Institute for the activation and operation of the Memorial Hall."
