– This is not new in Russian discourse.
Russia has strongly pointed out the idea of the responsibility of the United States in the rise of radicalism and terrorism, in the emergence of the Islamic State.
In 2007, at the Munich Security Conference, in 2015, at the UN General Assembly, Vladimir Putin established a causal link between American and Western interventionism, notably the war in Iraq in 2003 and the NATO intervention in Libya in 2011, and the instability in the Middle East, a breeding ground for terrorism.
