Before the summer season, the government in Palma de Mallorca wants to significantly increase fines for numerous offenses. This time it's not just party tourists who are affected.

In recent years, the local government in Mallorca has introduced numerous new regulations that are intended to spoil the fun of party tourists on the island - from an end to the alcohol flat rate in hotels to a ban on balconies to strict rules of etiquette imposed by the Holidaymakers even have to sign it. But that's not the end of it: On Tuesday (March 26th), the mayor, Jaime Martínez, presented a new municipal regulation for Palma de Mallorca. For once, this not only affects the Ballermann, but also other areas of the city that have nothing to do with drinking tourism.

With the new catalog of standards, the fines should first be divided into three levels depending on the offense, as

  • minor offenses: 350 euros to 750 euros

  • Moderately serious offenses: 750 to 1,500 euros

  • Serious offenses: 1,500 to 3,000 euros

The focus of these changes seems to be primarily on e-scooter drivers. Where previously a maximum fine of 100 to 150 euros was imposed for a minor offense, now up to 750 euros can be due. According to

the Mallorca Zeitung,

this includes

driving with headphones. Anyone traveling without insurance will face a fine of up to 1,500 euros.

Graffiti sprayers are hit even harder, as they will also face significantly higher fines under the new regulation. Illegal house painting falls into the “serious offense” category and can cost those affected up to 3,000 euros. Previously the range was 100 to 750 euros. The fines have therefore multiplied.

Other points in the new city ordinance include the public hanging of advertising posters or a leaflet on finding accommodation. In the future, this will be considered a desecration of public space and will also result in a fine. Depending on where the notes are hung, this can range from 750 to 1,500 euros - for example on public buildings - or from 1,500 to 3,000 euros if they are on traffic signs or monuments, as the

informs. The new regulations are expected to come into force in the coming weeks – in time for the peak summer season.

What will change for Mallorca holidaymakers?

For party tourists, there will be no new regulations added to the existing rules of etiquette, as the

writes. However, in the future, the police should take tougher action at Ballermann, Santa Catalina and Paseo Marítimo and punish more people who binge drink. Here too, a distinction should be made between minor and more serious offenses when it comes to fines.

According to Mallorca Magazine

, Mayor Martínez is said

to have explicitly pointed out that all rules apply to foreign tourists just as they do to locals and will be punished accordingly. Another report in the newspaper states that the city administration will meet with representatives of the hotel sector to discuss ways to collect the fines more effectively. The mayor does not rule out asking holidaymakers to pay directly on site.
