Permanent construction sites at both ends reduce the attractiveness of Bahnhofstrasse. For Mayor Hermann Nafziger there is only little progress.

– Bahnhofstrasse between the train station and the market square is the main shopping street in Planegg. At both ends, however, ongoing construction is reducing the attractiveness of areas that could actually serve as magnets for retail. At the train station itself, the former Heide Volm restaurant is now only a ruin. At Bahnhofstrasse 13 to 17, directly in front of the market square, passers-by have been looking at a long construction fence for three years. The underground car park under the market square has only been usable to a limited extent for years due to renovation work.

It will be a long time before all of these construction sites have been overcome. But things are moving forward in small steps, says Mayor Hermann Nafziger. Negotiations for an urban development contract are underway with the investor who wants to build apartments and retail space at the entrance to the market square. The fact that the municipality was seeking such an agreement, which would include, among other things, an increase in building rights in return for the creation of subsidized living space, became known in autumn 2022 when the municipal council's land-use planning committee decided to adapt the development plan valid there.

At the time, the building authority assumed that the building law adjustments could be made by the end of 2023. Whether a contract will be concluded with the investor or even implemented really quickly remains to be seen. “We are in discussions. But it’s a little difficult at the moment,” says Nafziger. “The topic of construction is a bit difficult everywhere. A lot of things are progressing rather slowly.”

The renovation of the Marktplatz underground car park is also not progressing at the desired pace. But things are moving forward, says Nafziger. “Sometimes something becomes more expensive, sometimes parts are not available. But there are no major problems,” said the mayor. Work on the underground car park began three years ago. Since then, the 66 public parking spaces that visitors to the weekly market also liked to use have no longer been available. According to the original plan, the work was supposed to be completed a year ago. Nafziger currently assumes that this could happen at the end of 2024.

A longer-term project is the development of the station area. In two workshops, after the recent decision to draw up a development plan, the local councilors thought about what should be built on the Heide-Volm property and in the surrounding area. A third workshop was supposed to take place in March but is now scheduled for April. A concept could be developed by summer, says Nafziger. Then a first public information event could take place.

“It's currently about fundamental questions, such as how high and how big should the building be,” says Nafziger. “We also talked about key planning points. The aim is to create apartments for young and old that ordinary mortals can afford. There should also be space for a reasonable local supply with a kind of supermarket as well as childcare and possibly a small restaurant. And then there should be room for a few trees.” The question of traffic control must then be solved when the key points are clear, says Nafziger.

The community has been wanting to re-plan the area for more than ten years. But the respective owners' plans for key properties kept changing. With the acquisition of the Heide-Volm property and the former Pension Elisabeth, the community is now more independent in implementing its ideas. However, it will still be some time before the station area can act as an attractive attraction for retailers on Bahnhofstrasse.

Despite the circumstances, Bahnhofstrasse has so far been spared major consequences such as a wave of vacancies, says Nafziger. To ensure that it stays that way, he wants to invite property owners and shop operators to a meeting soon. “We want to hear where there are problems and perhaps also point out options.” Nafziger does not report on specific complaints from retailers, but says: “Some owners have unrealistic ideas about what businesses can afford in rent. And then they are surprised that they cannot find suitable tenants who will stay for a long time.” The situation on Bahnhofstrasse is not yet dramatic. “We want to be proactive and supportive here.”
