Concerning the reception of aging disabled people (PHV), the reports follow one another with always the same observation, the lack of places to accommodate them within structures in France. In the absence of a solution, they are sent to Belgium, mainly Wallonia. And it is Essonne, which, in relation to its population, sends the most beneficiaries to the institutions of the flat country, points out the Court of Auditors in a report. “The numerous PHVs welcomed in Belgium”, would, according to the financial jurisdiction, “reflect the shortcomings of the territory”.
It is impossible to know exactly how many PHV are institutionalized in Belgium. According to the department's calculations, there are 377. The Hauts-de-France regional health agency (ARS), to which international coordination has been entrusted, has only 250. The Court of Auditors reports as to she that “Walloon establishments declared accommodating 519 nationals of Essonne as of December 31, 2021, including 483 in establishments for adults”.
