To prevent the water crisis, updated water balances, regulatory governance such as that existing for purification, and adequate tariffs are needed to guarantee the maintenance of infrastructure. The Extraordinary Commissioner against water scarcity, Nicola Dall'Acqua, writes this in his 2nd Report to the Control Room on the water emergency.


    According to the Commissioner, "it is necessary to complete the preparation, by the district basin authorities and under the coordination of the Commissioner, of the water balances for the district and sub-district, which will allow the identification of the main critical situations".


    The Commissioner observes that for the sewerage and purification service "there is a widely consolidated governance system. The same is not the case for primary water supply". According to Dall'Acqua "it would be necessary to provide for the extension of regulatory governance also for primary water supply".


    The Commissioner notes that "currently the supply of raw water in most cases is not remunerated or is not adequately remunerated in relation to the costs incurred". For this reason, he proposes "the introduction of a tariff system that imposes the payment of a quota intended for the implementation of the necessary management and maintenance activities of the infrastructures".


    "In some regional territories - notes the Commissioner -, the economic operators of the integrated water service have foreseen the possibility of drawing on alternative resources to public finance (direct financing, project finance or recourse to the capital market with project bonds, minibonds and basketbonds). This possibility It undoubtedly represents an opportunity to make important investments in water infrastructure without excessively burdening the tariff, and therefore the users, easing public finances".
