Around 140 new residents are expected to move into the planned new development area “Amperterrasse West” in Grafrath – including into multi-storey houses. These are now causing upset among the neighbors. The buildings are far too massive.

Grafrath – When Mirko Kiesling-Kern looks at his house from Amperterrasse West, he looks at its roof tiles. The building is located on Mauerner Straße directly on the slope of the planned new development area - behind a meter-high retaining wall that secures the site.

Now the Amperterrasse is to be built on - including a timber-framed building on the border to Kiesling-Kern's house. A 6.5 meter high house wall would be added to the already high retaining wall. “Then we won’t get any sun at all, at least in spring and autumn. Maybe not even in summer,” says the Grafrath native.

Shading

He is not the only one who is annoyed about the type of development. Around two dozen residents of Mauerner Strasse and the already developed Amperterrasse on the other side of Kreisstrasse have come together to form an initiative. They all fear that their properties will be shaded - which would also affect their PV systems, as one resident emphasizes. The residents also take a critical view of the development with a parking deck on Mauerner Strasse.

The new development area should not be prevented, as Kiesling-Kern emphasizes. “We understand that the community needs money given the current situation.” The community can raise this by selling part of the land it owns in the area. However, the majority belongs to private owners, with whom the municipality also has to come to an agreement when drawing up the development plan.

The residents are concerned about the type of development, which is too massive and high. “I knew that this was prospective building land when I bought my property,” says Kiesling-Kern. He accepted that. However, at that time it was assumed that the development would be significantly lower. “There was talk of single-family and two-family houses.” They are coming now too – but only behind a block of buildings that stretches along Mauerner Strasse and further behind Kiesling-Kern’s house.

Action on the future construction area

The residents had already raised their concerns at the citizens' meeting. Now they started an initiative in the future construction area: They used wooden poles to mark the wall height of the timber-framed buildings - “so that you can see what such a development actually means,” says Christian Baumann. A drone flew to a height of more than eleven meters - and was only visible as a small dot in the sky.

Baumann, Kiesling-Kern and a handful of other citizens launched the initiative. They feel poorly informed by the community. “The plans were laid out during the holidays,” he says. At a time when many of those affected were not even there. A few were still able to see the plans - and first independently raised their concerns with the town hall. When these people from Grafrath realized that they were not alone in this, the citizens' initiative was born.

The residents invited all members of the local council to the information afternoon. Only Arthur Mosandl (Greens) and Martin Söltl (Citizens for Grafrath/BfG) took part in the discussion. Still, the residents won't give up.
