However, compared to the Bavarian average of 48.73 cases per 1,000 inhabitants, Starnberg occupies a good position with 37.76 cases. “We are relatively safe,” says inspection manager Bernd Matuschek at the press conference. Even if it is still not clear who fired the shots in the Biberkor forest in November 2023.

As a reminder: A hundred riot police, a group from the Fürstenfeldbruck Central Emergency Services and support patrols from the Upper Bavaria South Police Headquarters searched a forest near Biberkor in the Berg municipality on November 4th. As has been the case since September, shots were reported there that day. According to police chief inspector Florian Killich, it was initially assumed that they were poachers. But the search was negative, except for one mysterious-looking camp, like that of Celtic druids, according to the head of the investigative group. Two people, from the Wolfratshausen area and from Donauwörth, were proven to be on site, the deputy head of the department, Frank Brosch. According to Matuschek, however, neither bullet holes nor cartridges were found. A voluntary inspection of the Wolfratshauser's apartment did not lead to any results. There was “long silence” after the incident. This year, however, shots were reported there again.

In addition to the shots fired in Biberkor, according to Killich, a total of 1,973 crimes were registered in the inspection area in 2023 and 1,952 in 2022. They are increasing again after the Corona low in 2021 with 1,765 cases, but have not yet reached the number of 2020 with 2,418 crimes.

The Starnberg police are proud of their high clearance rate. Last year it was 62.6 percent, after rising to 69.5 percent due to successful investigations into hundreds of postal thefts in Pöcking.

Many bicycles were stolen in the Starnberg police station area

A closer look at the crimes shows an increase in thefts from 58 cases to 511 cases. There were twelve more shopliftings (114), followed by 86 bicycle thefts (57), including numerous models with motor support. Handbags and cell phones were also stolen, often at events. The police department has registered a slight decrease in residential burglaries, “the worst type of theft,” according to Killich. The number fell from 15 to eleven. He attributes the decline to the fact that citizens are keeping fewer and fewer valuables at home and a break-in is therefore no longer lucrative. He also cited the increased security as the reason for the decline in the number of cases: it is no longer possible to get into the house via the patio door with the help of a screwdriver.

More controls, more drug offenses in Starnberg in 2023

Cases of fraud in the Starnberg PI area fell from 244 to 221, and damage to property fell from 241 to 239. When drug crimes increased by 20 to 115, Killich made a connection with the controls. His colleagues “worked well” and caught many people consuming, he said.

He could not guarantee whether there would be a conviction, but Killich was pleased about the high number of identified suspects, which was “always well over 1,000”. There were 1,060 in 2023, 1,090 in 2022. Most suspects in Starnberg are adults aged 21 and over (842/79 percent), 69 adolescents up to 21 years old (seven percent), 109 young people up to 18 years old (10 percent) and 40 children under 14 years (4 percent).

38 percent of the suspects in the Starnberg area do not have a German passport

38 percent of the suspects did not have a German passport. Most crimes in the inspection area were committed in the city of Starnberg (1,179/60 percent), the largest municipality in the PI area, followed by Tutzing (378/19 percent) and Berg (192/10 percent). In Starnberg there was an increase of 78, while in Berg and Pöcking the crimes fell by 36 and 35 cases respectively. This means we remain at a “relatively good level,” says Killich.

Immensely high damage of 5.3 million euros caused by crimes in the Starnberg PI area

The damage caused by the crimes increased above average: the investigative group leader puts the amount of damage at 5.6 million euros (previous year: 3.7) and the loss or financial loss at 5.3 million euros. This development is due to the fact that “everything has become more expensive” and also to the many cases of criminal callers who deprive citizens of their belongings.

The “clear trend” in youth crime is that young people are ahead of adolescents (67) and children (40) in terms of the frequency of crimes (106). In the latter case, it is usually pushes or fights that parents report.

Theft crimes predominate among juvenile crimes

The most common crimes committed by young people were theft (40 out of a total of 511), drug offenses (19 out of 115) and brutality crimes such as threats, bodily harm, robbery and damage to property (17 out of 348). When it comes to punishment, resocialization, i.e. an educational measure, has top priority, says Killich. The issuing of a reprimand is, in the best case, followed by a rethink and a turning away from the “criminal path”.

Be careful about spreading pornographic content

Another topic at the press conference was the prohibited distribution of pornographic and violent content. It was said that there were cases in Starnberg. However, there is “no real hammer” underneath, says Matuschek. Nevertheless, he pointed out the prohibited distribution on the Internet in chats and messenger services, which is “extremely dangerous” because it is a criminal offense in which anyone who finds such content on their cell phone or PC would be prosecuted. The sooner you delete them, the better.

Cannabis law: Starnberg police announce checks on

The new cannabis law will mean that controls will be adjusted, Matuschek announced. This is primarily about the larger amount that people have been allowed to carry since this month. When driving, the limit values remain unchanged and checks continue to be made to ensure that they are being adhered to. There is still no empirical data on how citizens behave, for example, on the bathing area and where they meet to consume cannabis. The consumption ban zones will be checked and we will wait and see how the situation develops, said Brosch.

“We won’t be talking about 115 drug offenses like this year next year,” believes Matuschek because of the large amount of cannabis that can be carried.
