There will be a parking garage on Hatzplatz - but not the one designed by Hans Gärtner and Manfred Menke. This was decided on Wednesday evening.
Wolfratshausen – The plan should be a pleasant alternative. Most people think he's pleasing. But the plan for the Hatzplatz by Hans Gärtner and Manfred Menke does not represent a real alternative. The two SPD politicians had designed a parking deck that would offer space for a total of 124 cars. The planning on the site violates the boundaries of the development plan in several respects. The majority of the building committee rejected an application for a preliminary ruling. Other variants are being examined for their feasibility at this point.
“I have never agreed to something like that before”: Gärtner’s plan fails in the committee – alternatives are being examined
The building committee rejected the SPD duo's planning on two points. On the one hand, the building limits set out in the development plan would be exceeded by a few meters - namely 3.30 meters on one side and 3.50 meters on the other. In addition, the committee did not consider it justifiable to move Barbezieuxstrasse a few meters to the east. Both points were voted against by Ingrid Schnaller (SPD) and Dr. Hans Schmidt (Greens) rejected.
Generously planned: Plans at Hatzplatz are over
The fact that the idea creators planned so generously beyond limits was not well received by the committee - the committee usually does not approve any excesses that are larger than 1.50 meters. “It wouldn’t be fair if we allowed ourselves to go beyond that,” said Richard Kugler from List Wor. “That only creates problems.” For example, if private individuals insisted on equal treatment. Josef Praller, parliamentary group spokesman for the citizens' association, saw it similarly: "I have never agreed to such an excess in my entire career." He will not do so with the Gärtner/Menke plan either. Deputy Mayor Günther Eibl (CSU) - he chaired the building committee meeting - stated: "The city must not take advantage of other building applicants." Eibl did not consider such a large-scale exceeding of the building limits to be compatible with this principle.
City council makes decision on Hatzplatz parking deck
The plan on Barbezieuxstrasse was also rejected. “The representation in the site plan suggests that the street will shift to the east by more than half of its current width of six meters,” said the city administration’s statement. Green Councilor Hans-Georg Anders found this requested exception “very questionable” – because exits and entrances “significantly exceeded” the building limits. CSU city councilor Renate Tilke had a hard time making a decision. “The plan is a pleasant variant,” she said. Especially in comparison to much more massive plans from the past, which, however, corresponded to the development plan. However, the exemptions that would be necessary for the Gärtner/Menke plan seemed too extensive to her.
Gardener's draft for Hatzplatz rejected - building limits exceeded
Ingrid Schnaller (SPD) saw it more pragmatically: although building limits would not be adhered to, “the building area will not be increased” - and in this specific case it would be acceptable. Green Councilor Dr. Hans Schmidt sought approval: This was the only way the plan could actually be examined. The majority of the committee saw it differently. The two violations - Baufenster and Barbezieuxstrasse - were rejected with a vote of 2:7, each against the votes of Schmidt and Schnaller.

“If the parking deck is to come like this, then we would have to start a development plan process,” stated Praller. The city council had already ruled out this option internally - it would be a very, very lengthy undertaking. Instead, a feasibility study was commissioned in February. This is intended to examine various options for building a parking deck on Hatzplatz. The Gärtner plan will most likely not be taken into account in this study: The city council stipulated in February that only projects that would not require a change to the development plan can be examined.
