The case that investigates the alleged existence of
a “criminal organization operating in the contracting of insurance
by various state entities during the presidency of
Alberto Fernández
,” and especially “
the intermediation of individuals and companies
between said entities and the insurer Nación Seguros.” ” continues to advance at full speed in the federal court of Julián Ercolini.
The investigation led to a series of raids carried out a week ago, in which cell phones, hard drives, desktop computers, notebooks, pen drives and tablets were seized. Now everything began to be assessed by order of Ercolini. The work is in charge of the criminalistics area of
the Airport Security Police (PSA).
The complaint that gave rise to the judicial file began by analyzing Decree 823/2021 of Alberto Fernández. Through these imposed regulations
or the obligation to the state public sector to contract insurance services exclusively with the company Nación Seguros.
This rule enabled a second step: the hiring of
intermediaries who received million-dollar commissions despite the fact that both parties to the negotiation were public entities.
To clarify this entire framework, the contracts, policies, designations of intermediaries and other documents, both from Nación Seguros and the different state entities and the respective producers and companies in the sector, were studied.
Last Friday, by order of the judge, 23 raids were carried out on people and companies involved in the investigated maneuver. In these operations, a dozen electronic elements were seized that have now been handed over to experts from the specialized area of the PSA.
To begin with, all devices were ordered to be unlocked. Afterwards, the extraction of existing, hidden or deleted data linked to calls, messages of different types, contacts, incoming and outgoing emails, losses, videos and notes, with location and time of each one, as essential information, was requested.
Among the homes raided were those of
Mauro Tanos
- who was still general manager of Nación Seguros - and
Federico Eufemio,
who continued to serve as purchasing manager of the entity. The government kicked them both out the next day. This Thursday the political backlash of the court case continued, and
the resignation of the commercial manager, Matías Casell, was requested.

One of the hypotheses within the framework of the file is that “intermediaries and organizers (both natural and legal persons) participated in a large part of those contracts, among whom are

along with the firms Héctor Martínez Sosa y Compañía SA,
TG Broker SA, Bachellier SA, Castello Mercuri SA and San Ignacio Sociedad de Productos Asesores de Seguros SA
.”
All of them “were paid commissions that, according to what was reported, would be higher than those of the market, or they would have been appointed by the respective public departments through
an irregular, non-existent or directed selection process
.”
As a whole,
these five companies received 2,782,170,946 pesos in commissions from Nación Seguros
during the period in question, “over 3,453,302,777 pesos of the total number of producers, representing more than 80%,” it was recorded based on an audit ordered by the current government at the beginning of this year.
But the researchers also noted "the existence of intermediations between both contracting parties
prior to the issuance of the aforementioned decree
."

Now the contracts signed during the entire presidency of Alberto Fernández are being investigated.
The last measure adopted by Judge Ercolini was the general inhibition of the assets of the former president, a precautionary measure that was extended to his friend and broker,
Martínez Sosa
, his wife
María Cantero
(former secretary of Alberto Fernández) and thirty other people and companies.
Along with that decision, at the request of prosecutor Carlos Rívolo, the lifting of everyone's fiscal and banking secrecy
was signed
. There is a line of investigation that focuses on the assets of the former head of state, which is why his sworn statements were requested since 2009. The same period corresponds to the details of the assets of Héctor Martínez Sosa.
Researchers want to know if there is possible enrichment over these years.
