Romelu Lukaku sealed the win 12 minutes from time with a header after Nicolo Barrella's cross from the left flanked the net for the third time since joining from Manchester United.
Inter, who almost added a third goal when Matteo Boltano hit the crossbar and then again when the post had a chance from Andrea Candreva, had 12 points from four games, two ahead of champions Juventus, who beat Verona 2-1 at home earlier in the day.
